Mixed ownership economy is an important implementation of China's basic economic institution,whereas mixed-ownership enterprise?MOE?is an emerging corporate form under the backdrop of the socialist market economy with Chinese characteristics.As a market entity,the maximization of economic efficiency and profit is always the core objective of MOEs.The gap in property relations,leadership structure,and operational mechanism remains between MOEs and traditional enterprises.On one hand,such gap requires the Party organization in MOEs to leverage its advantages;on the other hand,the effective role play of the Party organization in MOEs is exposed to difficulties.Strengthening Party leadership and Party building is an essential pre-requisite to secure the success of socialism with Chinese characteristics for the new era;more importantly,it is the fundamental political principle that the development of MOEs must abide by.As a brand new arena for Party building to thrive,the mission of Party building in MOEs are even more onerous,with more specific tasks and higher standards.While socialism with Chinese characteristics enters a new era,Party organization's self-building must avoid power vacuum in the midst of mixed ownership,especially when facing new trends of economic and social development as well as tightened political disciplines and rules of party governance.Moreover,to prevent the role play of Party organization in MOEs from overshadowing business operation of corporate governance,it is a critical problem to innovatively balance Party building in MOEs and market-oriented operation.Therefore,this paper concentrates on the role play of the Party organization in MOEs as the subject of research,aiming to provide innovative theoretical analysis and practical guidance for Party building in MOEs.The first part provides a background on MOE's development in China,its Party building evolution,and significance of the role play of the Party organizations within MOEs.Through an overview of MOEs and Party building's development in the recent years,this part will highlight patterns and trends during MOEs'development as well as the status quo and difficulties faced by MOE's Party building.In practice,Party building in MOEs lacks clear policy guidance,correct ideological perception,and dialogues between theory and practice.Compared to the prosperity of MOEs,its internal Party building turns out to be weak.However,it is of paramount importance to improve Party building,as it benefits both MOE's corporate development and the Party's organizational optimization.The Party organization in MOEs is an integral part of the Party's rule in economic and social fields.Insistence on the Party's leadership and reinforcement of Party building will not only provide a solid foundation for the healthy development of mixed ownership economy,but will also act as an essential precondition to fully take advantage of the Party organization's role in MOEs.The second part summarizes the historic evolution of China's MOE development and Party building within MOEs.A holistic view on MOE and on its Party building history marks three milestones on the timeline–the Third Plenary Session of the 11thh Central Committee of the CCP?1918?signifies the inception of mixed ownership;the15thNational Congress of the CCP?1997?first formally announced the idea of mixed ownership;the Third Plenary Session of the 18thCentral Committee of the CCP?2013?issued full planning and deployment of MOE development at the very top level.Along with the development of MOEs,Party building in MOEs also continues to progress and evolve while insisting on the Party's leadership.The third part is mainly on the fundamental role of the Party organizations in state-owned enterprises,non-public enterprises,and MOEs.By summing up the role of the Party organization in state-owned enterprises and non-public enterprises,this part captures the basic components of the role play of the Party organization in MOEs,which are cadre selection,participation in decision-making,discipline supervision,mass work,lead in execution,and self-building.Based on the state-owned capital shareholding in MOEs,the role play of the Party organizations in MOEs can be categorized into core model,quasi-core model,and lead model,corresponding to state-owned majority holding entity,state-owned minority holding entity,and non-public holding entity,respectively.The basic components,sphere of influence,degree of effectiveness,and existing foundation of the three models are by no means identical.The fourth part explains in details the role of the Party organizations in MOEs on the basis of the three models categorized above.The three models of the role play of the Party organization differentiate in the basic components.In comparison,from core model to quasi-core model,to lead model,the substance of the role play of the Party organization decreases successively.The fifth part focuses on ways how the Party organizations in MOEs come into play.This part identifies common characteristics of the different methods the Party organizations of the three types of MOEs,which are classified by state-owned capital shareholding,deploy to play a role.Combined with previous research and studies,the means of how the Party organizations in MOEs play a role can be divided into six sub branches on the overall concept level.Both the dimensions of the role play of the Party organization in the new era and the MOE reform need to develop at a synchronized pace.Via the Party organization's direct impact mechanism,indirect impact mechanism,supervision mechanism,self-improvement,and above all,the combination of the three mechanisms,the development can effectively galvanize the vitality of the Party organization.
