State-owned middle and small enterprise is a kind of organization form, which is compared with large enterprise. It inhabits a very important position in market economy. On one hand, State-owned middle and small enterprise is an active cell, it construct a competitive system environment. On the other hand, it foster large-scale enterprise and promote technology progress and keep society steady.It's not until the end of the 20th century that the mixed ownership, a new form of ownership in the initial stage of socialism, emerged and was widely accepted in China. How can this ownership be realized in the state-owned middle and small enterprises in China? What is its position accordingly? What is its way of development? Such questions can be answered only after the mixed ownership is analyzed so as to understand its internal structure, the characteristics of its operation and its relationship with the development of the state-owned enterprises in China. In view of the reality of the state-owned middle and small enterprises in China, the paper tries to expound thoroughly and systematically how the mixed ownership can be realized in such enterprises after comparing and analyzing the origin of this ownership in China and the western world and the its related current operation. In addition, the paper also makes a deep discussion on the significance of China's economic reform with regard to the operational base of the market economic system and the road of the mixed ownership in the state-owned middle and small enterprises.
