| More than 2,000 years ago,people have left the footprint of early global economic and trade exchanges on the ancient Silk Road.Since the implementation of reform and opening up in 1978,China has become more open to the outside world and has become more closely linked to the world economy.Since the Chinese government identified"going out" as the development strategy of China in the 21st century in the late 1990s,Chinese outward foreign direct investment has flourished and China has become the largest capital exporter in developing countries.During the "Twelfth Five-Year Plan"period,China's economy led the world,and its comprehensive national strength ranked first in the world and became the world's second largest economy.However,there is also a dark tide behind globalization.After the international financial crisis,the world economy has slowly recovered.The protectionism of Europe and the United States has risen.The international situation is complicated and the world is still restless.Governments at the national and local levels need to constantly improve and strengthen government functions in the foreign economic field,strengthen top-level design,improve public services and provide guarantee mechanisms to maintain a stable and better economic development.It is of theoretical and practical significance to study the government functions in outward foreign direct investment.This paper focuses on the transformation of government functions in outward foreign direct investment in Xinbei District of Changzhou,using theory and practical methods,case analysis methods and comparative research methods,summarizing and analyzing the relevant research results of domestic and foreign scholars and collating and reviewing them.Interpretation of related concepts such as outward foreign direct investment,government functions,and government functions in outward foreign direct investment.Taking Xinbei District as the research object,from the current situation of the government function in outward foreign direct investment of Xinbei District of Changzhou,combined with the actual case of "going out" of representative enterprises in the region,the current multi-head approval management and policy of outward foreign direct investment in New North District are analyzed.The main problems of government functions such as weak support,supervision and coordination.Firstly,this paper analyzes the development and failure of the government's functions in the process of promoting the direct foreign investment of the key enterprises Trina Solar Energy Co.,Ltd,from the development history and current situation of outward foreign direct investment in Xinbei District of Changzhou and the combination of case analysis methods.On this basis,it demonstrates the government function of Xinbei District in promoting outward foreign direct investment of enterprises,points out the shortcomings of government functions in the process of outward foreign direct investment,and the power and responsibility of government departments is not clear,the public service functions are not perfect,and talents Reasons are analyzed for the imperfect guarantee mechanism,the lack of macroeconomic guidance by the government,and the insufficient use of foreign exchange functions.This paper analyzes the advantages and disadvantages of the role of government functions in outward direct foreign investment activities in Xinbei District of Changzhou City,and compares the policy characteristics and case analysis of promoting outward foreign direct investment in developed countries and regions at home and abroad,based on the basic theory of government functions.Key points:From the aspects of building an efficient government environment,innovating management system,improving risk protection mechanism,exploring the establishment of third-party service platform,and strengthening the functions of foreign exchanges,the specific measures for the improvement of relevant functions of the New North District Government in the process of foreign direct investment of enterprises are summarized.Effective experience and practices promote better government functions in the process of outward foreign direct investment.Finally,it mainly introduces the optimization strategy of the government function of the New North District Government in promoting outward foreign direct investment.It discusses from the existing government,specifically on the industrial guidance,platform construction,detailed support and the advantages of clusters to form a foreign economic and trade cooperation zone.Platforms and other aspects to improve government functions in outward foreign direct investment. |
