Research On Governance Problems And Countermeasures Of Rural Centralized Resettlement Communities In Yazhou Town, Haian City

With the sustained and rapid development of the economy,urban and rural development is increasingly blending,the rural areas are undergoing profound changes.A large number of expropriated settlements began to form,a large number of houses were expropriated by farmers into the centralized resettlement areas,began to enjoy the urbanization of life,forming a unique rural community.In 2012,Yazhou Town,Haian City,started the project of "ten thousand mu of good farmland",collected more than 2000 peasant houses in the area,and placed the farmers in a centralized resettlement area near the town.However,the dualistic system of urban and rural areas,which has been implemented for a long time in our country,has made the peasants who have been expropriated in the rural areas centralized resettled in the same living environment and way of life as urban residents,but the identity of the peasants has not been fundamentally changed.The mode of production has not changed,still to agricultural production.In addition,the rural centralized resettlement community has just started,the infrastructure and supporting facilities,management services and other aspects of the urban community and there is a big gap.If we continue to use the traditional rural governance mode,or directly apply the urban community governance mode to the rural centralized resettlement community,it may be counterproductive,affect the construction and development of the rural centralized resettlement community,and damage the vital interests of farmers.Yazhou rural centralized resettlement community is a typical of many rural centralized resettlement areas.This paper studies the governance of Yazhou Town rural centralized resettlement community,community management,environmental construction,public services,farmers participation,Public organizations and other aspects of a comprehensive and in-depth analysis,to find out the problems and reasons,and strive to explore a new way to strengthen the governance of rural centralized resettlement community,a new path,Promote the happiness of rural residents,accelerate the modernization of agriculture,harmonious and stable overall situation in rural areas.The overall framework of this paper is divided into six parts,the first part is the introduction,mainly describes the writing background of this paper,the research methods adopted,and the domestic and foreign scholars on the governance of rural centralized resettlement community.The second part mainly elaborated the research related concept and the theory foundation;the third part,mainly introduced the Yazhou Town countryside centralized resettlement district governance present situation,including the district origin and the governance aspect obtains the achievement;the fourth part,This paper mainly combs the problems existing in the governance of the rural centralized resettlement community in Yazhou Town,and analyzes the reasons behind it deeply.The fifth part introduces the advanced countries and the domestic advanced areas.In order to bring beneficial enlightenment to the governance of rural centralized resettlement community in Yazhou Town,the sixth part,on the basis of analyzing the current situation of the governance of rural centralized resettlement community in Yazhou Town,Further put forward the countermeasures and suggestions to improve the management of rural centralized settlements.
