Research On Community Governance Of Land Lost Farmers’ Centralized Resettlement Area

In recent years,with the rapid development of the country’s urbanization,industrialization,and informatization,rural collective land has been requisitioned,and a large number of landless farmers have emerged.In order to ensure the living standards of the peasants,the centralized resettlement areas for landless peasants that have been planned and built by the local governments have also continued to emerge.The concentrated resettlement area for landless peasants is not only a passive "transformation" in the process of urbanization,but also a normal "transformation" promoted by governments at all levels.The complexity of its generation determines the particularity of its governance.Because of its particularity,it is necessary for us to conduct in-depth research on this type of community governance.It has important theoretical and practical significance to promote the integration of landless peasants into urban society as soon as possible and maintain the stable and harmonious development of grassroots society.Firstly,this paper introduces the basic theory and relevant definitions of community governance in concentrated resettlement areas of landless peasants by means of literature research.Secondly,the particularity of community governance in concentrated resettlement areas of landless peasants is studied by comparative analysis.Then take the case of Binxi Community in Xihe Town,Longquanyi District as an example,based on community residents,autonomous organizations,social organizations and other governance bodies,through questionnaires,in-depth interviews,participation in observations,etc.,to analyze the existing problems and reasons of community governance;Finally,on the basis of comprehensive analysis,from the three dimensions of improving the governance system,improving the level of governance,and fostering the participation consciousness,the author puts forward some solutions and suggestions on community governance in the resettlement areas.This paper aims to provide reference methods and paths for the same type of community governance through case study on the resettlement area of landless peasants in Binxi community in Xihe Town from the perspective of grassroots government management using the new public administration theory and good governance theory.
