Research On Government Responsibility In The Development Of Harbin Science And Technology Business Incubator

Taking Harbin as the representative,this paper analyzes the current situation and bottleneck of the development of science and technology business incubator in Harbin by means of literature research,quantitative research,field visit investigation and other methods.After analysis,it is found that the bottleneck of the development of science and technology business incubator in Harbin is the lack of overall strategic thinking,the lack of systematic development of incubation services,and the lack of effective ways of social participation.From the perspective of government responsibility,these problems are mainly caused by the imperfect government policy mechanism and supporting system,the lack of overall planning and development ideas of the government,and the improper play of market supervision responsibility of the government.This article is through in-depth study of the role of the government's duties and responsibilities,and how the government should be in the development of science and technology business incubators exert authority,clear relationship between science and technology business incubators and local government,draw lessons from the domestic and foreign science and technology business incubators,after the successful experience of developing the government takes office in combination with the practical situation of this city,puts forward the Harbin city government three countermeasures to promote the development of science and technology business incubators,namely,formulate and improve relevant policies and mechanisms,formulate suitable for the development strategy of city characteristic and improve the level of public service ability of the allocation of resources,give full play to the market and regulatory responsibilities,To promote the healthy and orderly development of science and technology business incubator in Harbin.
