Study On Enterprise Operation Modes Of Business Incubator And The Involvement Of Government Promotion

This paper defines concepts of business incubator, the background of its development and its importance in the present economic situation. It also specifies that business incubator is very important in transforming scientific and technologic achievements, attracting talents and experts, training entrepreneurs, creating job opportunities, reducing investment risks, and booming regional economies. The paper studies some relevant economic theories in order to find the theoretical basis for the foundation and development of business incubator. It points out that business incubator is an ideal practice of agglomeration theory, industry cluster theory, enterprise life cycle theory, comparative advantage theory, and scale economy theory etc. It also analyzes the development of business incubators in other countries and regions as well as those in China, sums up their characteristics, and makes comparisons between them for their advantages and disadvantages in order to lay a good basis for the research of enterprise operations of business incubator.With the reference of foreign governments' experiences in developing business incubators, the paper suggests that in business incubator development, the Chinese government shall exert its policy guidance functions, promote the implementation of relevant laws and regulations, the establishment of venture investment mechanisms and small and medium enterprise service systems, create a social and cultural environment that encourages innovative business initiatives, offer favorable taxation policies, provide better environment for investments, encourage more investments in business incubators, and boom the incubator businesses.Through theoretical study and systematic analysis, the paper puts forward the enterprise operation mode of incubator business in the present situation in China and specifies the directions and goals of business incubator management, innovation and development. Finally, the paper presents a practical example - the preparation, operation, and development of Nanjing Changjiang Science and Technology Park - to further demonstrate the feasibility and the specific procedures of enterprise operations of a business incubator.
