Evolution And Experience: Research On The Chinese Communist Party's Poverty Alleviation Methods Since The Reform And Opening Up

Since the reform and opening up,China’s economy and society have made rapid progress,but it still has not completely changed the state of poverty.Seeking happiness for the people is the historical mission of the Communist Party of China,and realizing common prosperity is the value pursuit of the Party.Being brave in undertaking the mission and realizing the value pursuit is the fundamental driving force of the CPC’s unremitting efforts to promote poverty alleviation.In addition,at the beginning of the reform and opening-up,the overall backwardness of the national economy,the low living standards of the people,especially the peasants,the large number of poor people and the In this context,in the 1970 s,the Communist Party of China actively promoted the work of poverty alleviation and started the work of poverty alleviation again,while initiating the reform and opening up.Since the reform and opening up,the Communist Party of China has continuously innovated ways of poverty alleviation in the process of promoting poverty alleviation.It has successively adopted four ways of poverty alleviation: first,the relief type of poverty alleviation in rural areas of Hewlett-Packard(1978-1985).At the beginning of the reform and opening-up,China’s economy was backward,in a state of general poverty,and the poverty-alleviation ability of poor areas was insufficient.The Communist Party of China adopted the relief type of "blood transfusion" to alleviate poverty.This way of poverty alleviation not only provided the materials needed for poverty alleviation,but also relieved the labor force mainly by the household contract responsibility system,mobilized enthusiasm and greatly reduced the poverty-stricken population.It alleviated the prevailing poverty at that time.Second,the development-oriented poverty alleviation approach in key poverty-stricken areas(1986-2000).With the trend of centralization in poverty-stricken areas in China,the Communist Party of China has adopted a development-oriented poverty alleviation method which can improve the ability of poverty-stricken areas to extricate themselves from poverty.This poverty alleviation method presents new characteristics by carrying out special poverty alleviation and receiving international assistance,and achieves the results of basically solving the problem of food and clothing.Third,the village-level poverty alleviation approach(2001-2011).During this period,the marginalization of the poverty-stricken population in China has increased,and poverty alleviation has entered a difficult stage.In view of this situation,the Communist Party of China has adopted a special poverty alleviation and social security combined poverty alleviation approach,which has developed in depth and achieved remarkable results in consolidating food and clothing.Fourth,all-round and multi-level precise poverty alleviation methods(from 2012 to the present).With the deepening development of reform and opening-up,relative poverty has become more and more prominent.The Communist Party of China will precisely target povertyalleviation at home to people and adopt a "three-in-one" approach to poverty alleviation,industry poverty alleviation and social poverty alleviation,so as to ensure the overall poverty alleviation in the region and eventually build a well-off society.Over the past 40 years of reform and opening up,the CPC has been keeping pace with the times,flexibly choosing and transforming poverty alleviation methods,and has accumulated rich experience: first,keeping pace with the times and innovating poverty alleviation methods.Second,based on the reality of poverty and the progress of poverty alleviation,we should improve the ways of poverty alleviation.Thirdly,we should strengthen the leadership of the Party and improve and implement poverty alleviation methods.In short,since the reform and opening up,the CPC has made a comprehensive exploration of poverty alleviation and poverty alleviation,formulated the correct ways and means for poverty alleviation in China,fundamentally achieved real poverty alleviation and poverty alleviation,realized people’s peaceful living and work,maintained social harmony and stability,and ensured the long-term stability of the country.
