Research On Japan's Development Assistance To The Vietnamese Government After The Cold War

Official Development Assistance(ODA)is an important means of Japan‘s diplomacy towards developing countries and an important pillar of its diplomatic strategy.Soon after the Cambodian issue was resolved in 1991,relations between Japan and Vietnam gradually normalized.Japan resumed its ODA to Vietnam and has been the largest aid donor for Vietnam since 1992.However,the motivation and concept of Japan's aid to Vietnam are different from those of other donors and international organizations.Therefore,Japan‘s ODA to the Vietnamese government after the Cold War was over has had different characteristics: in terms of aid methods,it mainly focuses on material,and its funds are mainly focused on the infrastructure construction field required by Vietnam's national development;it emphasizes the cooperation and coordination of aid,and adopts the attitude of ?weakening democracy and human rights?;political and strategic considerations are also coming to the fore in the ODA policy in Vietnam.Apparently,with the Japanese ODA,the Vietnamese economy has achieved comparatively high and steady growth-from one of the countries with the lowest average income in the world to a middle-income state.Japan‘s aid has played a positive role in Vietnam‘s economic and social development.It has not only met Vietnam‘s demand for assistance,but also brought corresponding economic and political benefits to Japan as well,so a win-win situation has been successfully achieved.This paper first outlines the basic theories of Official Development Assistance and the evolution of Official Development Assistance after World War II.Subsequently,it analyzes the formation and development of the Japanese ODA policy,and sorts out the evolution of Japan's ODA to Vietnam.On this basis,this work underlines the main motives and characteristics of Japan's provision of Official Development Assistance to Vietnam after the Cold War.Finally,in this paper we attempted to mark the effectiveness and highlight existing problems of Japan‘s ODA to Vietnam since 1990 s till modern days,as well as to make some predictions concerning the future development trend of Japan's Official Development Assistance to the Vietnamese government.
