In recent years,the quantity,volume and tonnage of the ship have increased a lot,which has significantly improved the risk of damaging to the navigation safety and maritime environment caused by the sunken ships and goods.Therefore,it is much more important to improve the system of removing sunken ships and goods.Internationally,“Nairobi International Convention on the Removal of Ship Debris,2007”is the first international convention regulating the removal of ship debris.Domestically,there is no law regulating the removal of sunken ships and goods in China and the existing regulations are very old.There are five parts in this essay.The first part is about the basic concepts in the system of removing sunken ships and goods and puts emphasis on the characteristics of the system of quasi-commercial removal of sunken ships and goods.The second part is about the administrative roles,acts and liability in the system of quasi-commercial removal of sunken ships and goods.The third part is about the civil roles acts and liability in the system of quasi-commercial removal of sunken ships and goods.The fourth part is about the removal fees of sunken ships and goods,especially its relationship with limitation of liability for maritime claims and its sources.The last part is about legal suggestions for improving domestic system of quasi-commercial removal of sunken ships and goods.
