The essence of privilege is a kind of power corruption.Privilege in the context of comprehensively and strictly governing the party means that "special party members" use unsupervised "special power".Persisting in anti-privilege is always the proposition and principle of the CPC.Since the 18 th Party Congress,the Party Central Committee with Comrade Xi Jinping as the core sticks to the overall tone of the party,definitely require that no organization or individual can enjoy the privilege of transcending the Constitution and the law,comprehensive anti-privilege is the inherent requirement of comprehensive governing party,the important means of the self-purification,self-improvement,self-innovation and self-enhancement of the CPC.But it is undeniable that under the high pressure of comprehensive anti-privilege,privileged thoughts and phenomenon still exist.If left unchecked,they will directly harm the interests of the party and the people.Therefore,under the situation of comprehensively and strictly governing the party,it is necessary to re-discuss and analyze the issue of privileges and seek more feasible measures to counter privileges.In the first part of this paper,the connotation of privilege is defined.The privilege studied in this paper refers to "extralegal power".The subject of privilege is the leading cadres of party members,the purpose of exercising privilege is to get illegitimate benefits.Next,combing the theory of anti-privilege that from Marx,Lenin to the the Chinese communist party's leading collectives,and then we can have a deep understanding to the anti-privilege theory of the CPC.Finally,through three aspects that are the key to comprehensively strict party governance is to manage the leading cadres,the key to manage the leading cadres is to manage the power in the hands,the key to manage the power in the hands is to oppose all kinds of privileges,this paper analyzes the internal correlation between comprehensively strict party governance and anti-privilege.The second part mainly combs the concrete practice of anti-privilege of the CPC.In the period of the new democratic revolution,the anti-privilege of the CPC was mainly embodied in the pursuit of equality between the upper and lower ranks of the party and between the party members and the masses.During the period of socialist revolution and construction,some leading cadres' ideology always deteriorated and their party spirit always weakened,corruption occurred from time to time.In the early stage of reform and opening up,in the process of institutional transition and social transformation,China's basic socialist system was not sound enough,which gave rise to various ideas and phenomena of privileges.Anti-privileges in this period clearly pointed to the opposition to the specialization of leading cadres.With the deepening of reform and opening up,the desire of leading cadres to profit from the market has further increased.They mistakenly believe that the power granted by the people is their own "vested interests".The CPC central committee keenly observed that there is a problem of privilege within the party,and focused its anti-privilege efforts on opposing "vested interests".Since the 18 th national congress of the communist party of China,the central committee of the CPC has adhered to the principle of exercising strict party governance in an all-round way,made its opposition to all kinds of thoughts and phenomena of privilege clear,and raised the concept of exercising strict anti-privilege in an all-round way to a new height.The third part focuses on the analysis of the reasons and the main realization for the existence of privileges.In the author's opinion,under the high pressure of strict anti-privilege,the privilege still exists for many reasons.Among them,ideological factors,institutional factors,social and environmental factors still have an important impact on the existence of privilege.Then,combined with the concrete examples in life,it analyzes the main manifestations of privilege from the economic field,the political field and the social field.In the fourth part,by searching many relevant historical materials of anti-privilege the Soviet communist,the author believes that the Soviet communist party's ruling ideology rigid,ruling talent drying up,power gambling concentration is the main reason for its anti-privilege failure.Only by learning from the failure of anti-privilege of the Soviet communist party can the Chinese communist party avoid following the old path of the Soviet communist party.In the fifth part,on the basis of combining China's specific national conditions and summarizing the Soviet communist party's anti-privilege failure,the author puts forward the countermeasures to construct the anti-privilege long-term mechanism.First of all,anti-privilege must start from strengthening the ideological education of leading cadres,focusing on strengthening the education of leading cadres' ideal and faith,purpose consciousness and political philosophy.Secondly,anti-privilege must improve the restriction and supervision mechanism of power.In concrete practice,we must strictly implement the "two responsibilities" and give full play to the supervision role of the masses.In addition,in the era of rapid development of the Internet,we should also give full play to the supervision role of new media.Thirdly,the most important thing of anti-privilege is to construct the relevant system.This paper puts forward countermeasures and Suggestions from three aspects: formulating the regulations on anti-privilege and special privileges within the party,innovating the operational mechanism of the party's democratic centralism and perfecting the report system of the list of the exercise of individual rights.
