Research On The Strategic Dilemma Of The Rise Of Sea Power In Land-sea Complex Countries

Land-sea states refer to those countries which are close to the continental margin and rely on land-based countries,and have a long coastline and important influence.The land-sea states and the marginal zone states belong to the same conception.Germany,France and China are typical representatives of land-sea states.In the process of the rising of sea power in modern Germany and France,this paper revealed the strategic dilemma of the land-sea states in the rising of sea power: the strategic vigilance and containment with the sea hegemony hindered the rise of sea power,the areas for the unbalanced development of land and sea dispersed the national strategic resources,and the short-term benefits of ocean development weakened the decision-making of national strategy.After the second world war,Germany and France dominate the EU's joint defense through regional integration,making their sea forces are active in many regions of the world,and their ocean development have achieved staged success.At present,China should seek the development of sea and build a strong sea power as the subject of China's rise.The lessons of the rise of sea power in modern Germany and France have brought enlightenment to the development of China's sea power : The development of China's sea power should overcome the inherent geographical defects of land-sea states,and rely on “the belt and road” initiative to widen the practice path continuously,then take a road “strong but not hegemonic” sea power with Chinese characteristics,and finally achieve the peaceful rise of China's sea power.
