In the early days of the founding of new China,the United States,Japan,Vietnam,the Philippines and other countries challenged China's maritime rights.The United States had adopted a maritime containment policy against our country and support for the withdrawal of Taiwan's Kuomintang residual forces in the coastal areas of our country for hostile activities.They continued to send aircraft and ships to invade our territorial waters and airspace to prevent China from liberating Taiwan Island.At the same time,they imposed "blockade" and "embargo" on our country.In addition,the United States launched the Korean War and the Vietnam War in 1950 and 1961,which posed a serious threat to our coastal defense and national security."San Francisco Peace Treaty" illegally signed in 1951.The United States handed over the "regime" of the Diaoyu islands to Japan regardless of our country's opposition,which leaded to the Diaoyu Islands issue has become a major issue affecting Sino-Japanese relations.In 1969,the United Nations Economic Commission for Asia and the Far East published a report on oil and gas resources.This report pointed out that the continental shelf of the Yellow Sea,the East China Sea and the South China Sea was likely to be one of the world's most oil-rich areas.As a result,China and Japan and some countries around the South China Sea had developed maritime delimitation issues and island disputes.In the 1970s,south-east Asian countries such as Vietnam,the Philippines,Malaysia,Brunei and other south-east Asian countries began to encroach upon the islands of the South China Sea.These countries still control many of China's islands and reefs,and have gained rich interests in the development of oil and gas resources in the South China Sea.In order to maintain the rights of the new China,our government has adopted a series of measures,which include gradually recovering the lost sea power,setting up relevant rules and regulations,declaring sovereignty over the islands that belong to our country,issuing a formal statement of the territorial sea,overcoming all difficulties to build up the people's navy,improving our coastal defense capability.The important development stage of China's right to the sea began after the reform and opening up.The implementation of reform and opening up has given our comprehensive national strength a rapid improvement.In 1982,the Third United Nations Conference on the Law of the Sea adopted the "United Nations Convention on the Law of the Sea".Afterwards,the coastal countries attached great importance to the issue of oceans and started their own legislation to maintain their own maritime rights and interests,which caused a lot of new sea disputes.In the 21st century,Chinese sea right faces more new challenges.After a long period of "anti-terrorism",the United States began to shift the global strategic center from the Middle East to the Asia-Pacific region.The United States believed that China's rapid development had broken the balance of power in the Asia-Pacifie region,constraining the U.S.influence in the region and challenging the global interests of the United States.Therefore,in order to consolidate the dominant position in Asia and the Pacific and strengthen the military presence in the Asia-Pacific region and strengthen military alliance system,the United States proposed the Asia-Pacific "rebalancing" strategy,which can Check the development of China and Transfer the economic crisis to Asia at the same time.Japan,Vietnam and the Philippines had made alliances with the United States to cooperate with the United States in the Asia-Pacific "rebalance" strategy,and continued to build maritime rights disputes in the East China Sea and the South China Sea.This has caused the Diaoyu islands issue and the South China Sea issue,which are the major issues that affect the development of our foreign relations in recent years.Since the reform and opening up,the national strategy in every stage of our country has reflected the concerns of the sea and sea rights.Deng Xiaoping's reform and opening up began in the coastal areas,which promoted the rapid development of coastal economy.In the context of the theme of peace and development,in the face of the dispute with the surrounding countries,China creatively put forward the policy of "sovereignty belongs to me,shelving disputes and developing jointly".This policy effectively alleviated the contradiction with the neighboring countries on the issue of sea ownership,and had created a favorable surrounding environment for the development of our country.Jiang Zemin proposed the concept of "new security concept" based on mutual trust,mutual benefit,equality and cooperation.The concept advocated the settlement of disputes through peaceful means on the basis of respecting national sovereignty.On this basis,China had actively participated in intermational cooperation,developed friendly relations and sought a peaceful settlement of disputes with other countries.At the same time,China vigorously developed the Marine industry and enhanced the international maritime colpetitiveness.Hu Jintao put forward the concept of "harmonious world" and "harmonious ocean'1 and the surrounding foreign policy of”rich neighbors,neighbors and neighbors".These ideas are the inheritance and development of "new security concept".The 16th national congress of the communist party of-China(CPC)and the 17th national congress of the communist party of China(CPC)proposed the strategy of"implementing the Marine development" and "developing the Marine industry" respectively that have made scientific and rational plans for the development of Marine industry in China.Xi Jinping proposed the strategy of "maritime power".This is the first time that China writes the "building of a maritime power" to the party's general assembly,which marks the official opening of the dream of the great maritime power.Then,China began to fully implement the"rule of law".China proposed a "dual-track approach" on the South China Sea issue.This means that the disputes should be resolved through negotiation by directly concerned countries,while peace and stability in the South China Sea is jointly maintained by China and ASEAN countries.This provides new ideas for the settlement of the South China Sea issue.In 2013,China put forward the "One Belt And One Road" strategy,which is to build the "silk road economic belt" and the 21st century "maritime silk road".Among them,the"maritime silk road" of the 21st century about the construction of maritime cooperation fulcrum along the corridor and sea economic cooperation ideas will bring many conveniences and opportunities to the countries along the country,including China's maritime development.Sea power is the core of sea right.Therefore,in order to have a strong sea right,we must have a strong maritime power.The Navy is the most important part of the sea rihgt.Since the founding of the People's Republic of China,the Navy under the leadership of the party has gone from weak to strong course.The naval strategy evolved from "coastal defense" to "offshore defense",then developed into "offshore defense" and "ocean defense".Navy x;weapons and equipment have also experienced from seizure,reception,pur-chase,imitation to the process of self-development.Now our Navy already has two aircraft carriers.In the era of peace,the role of the Navy has diversified development.Besides the war,it also undertakes missions such as visits,exercises,escorts and the development of the Marine industry and other tasks.Iin addition to the navy,China's maritime power also includes Marine surveillance,fishery administration,maritime affairs,public security frontier police and customs and anti-smuggling police.In 2013,China consolidated its maritime power and restructured the state oceanic administration.VWe carry out maritime rights enforcement in the name of China Maritime Police Bureau,and end this situation of"Five dragon rule the sea".Maritime law enforcement is divided into unity.China is a peace-loving country.Since the founding of new China,China has always advocated against hegemonism and upheld world peace.On the issue of maritime rights,China also vowed that we do not to seek hegemony and oppose maritime hegemony.The purpose of our country to develop the sea right is not to the ocean,but to safeguard China's maritime rights and interests of legitimate,to maintain peace and stability in the Asia-Pacific region,which can finally promote the peaceful development of the oceans of the world.
