Research On The Main Body System Of Family Farm Agricultural Management

In 2008,the concept of family farms first appeared in our central documents,and it has been 11 years since now.As a new type of agricultural management,family farms are gradually becoming one of the leading forces in China’s agricultural development.On the basisi of the particularity of agricultural production,coupled with the history and current status of the US,Japanese and Russian family farms,it’s not difficult to fnnd that families Inevitably must also be the basic implementation unit ot agricultural production.Compared with other agricultural business entities such as professional farmers,farmers’ professional cooperatives and agricultural enterprises,family farms have a natural advantage--stability,and the large professional farmers are more inferior on Degree of intensification and commercialization.And the existence value of farmers’professional cooperatives and agricultural enterprises is mainly to provide services and transaction information for family farms and large professional Farmers.In the future agricultural modernization process,family farms will become the backbone of the new agricultural managelent system.However,the status of family farms as the main body of agricultural management is still unclear,and the organizational form and identification standards are also in a vague and disorderly state.To a certain extent,it is not conducive to the development of family farms,and it Impeded the implementation of the policy which is committed to benefit farmers.The cases of fake family farms getting state subsidies are also constantly reminding us that it is imperative to clarify the status,organizational form and certification standards of agricultural farms on family farms.Except the introduction and conclusions,this article is divided into four chapters.The first chapter is the basic theory of the family management system of family farms.Firstly,it expounds the historical inevitability of family farms as the main body of agricultural management from the perspective of concept and history.Secondly,it discusses the disputes and corresponding arguments of the academic community on the status of family farm agricultural management,and put forward the viewpoint of this article-clarify the legal status of family farms as the main body of agricultural management,and determine its organizational form as”new unincorporated organizations";In addition,it introduces and analyzes the current academic circles on the subject of civil legal relations.On the basis of the doctrine of the constituent elements,it summarizes the reason why the family farms should be included in the scope of civil subjects in theory.Finally,it elaborates the theoretical and practical significance of perfecting the main system of family farm agricultural management.They are to guarantee the equal status of family farms,to clarify the scope of rights and obligations,and to facilitate the implementation of the policy of benefiting farmers.The second chapter is about the status quo and problems of the family management system of family farms.This chapter examines the relevant systems at the national and Provincial levels,and analyzes the national system,and selects ten provinces according to the criteria of the four geographical regions.The family farm management system of each province is analyzed.summarized and evaluated.On the basis of certain advantages,the problems of the system are pointed out.that is,the subject status and organizational form are not clear,and the identification standards are inconsistent.The third chapter examines the system of family farm agricultural management in the United States,Japan and Russia.The reason why these three countries were selected as the research object is that the American family farm has a long history of development and is now the world’s largest agricultural country.the 3%of the agricultural population meets the needs of 300 million Americans,and exports in large quantities.As an East Asian country with a per capita arable land area far less than the international average,a small-scale and efficient family farm operation with distinctive characteristics has been established in Japan.The history of Russian family farms is not Iong,but in terms of family farm members and labor composition,Russia has been constructed completely different system of rules.Although China has many differences in nature,humanities and politics with the United States,Japan and Russia,as pioneers,they deserve our reflection and reference.The fourth chapter puts forward suggestions and improvement measures for the problems of the status of the main system of family farm agricultural management,the unclear organizational form and the inconsistent identification standards.The first is to explicitly give the family farm the status of agricultural management subject.Secondly it is necessary to define the scope of its rights and obligations in the form of "new unincorporated organizations".Finally,it is recommended to modify or delete existing identification standards,mainly to relax household registration restrictions,allow non-agricultural funds to enter,cancel labor structure requirements,and reduce profitability and standardize different areas according to the different areas in which they are located,etc.Hoping to contribute to the development and progress of family farls.In summary,based on the relevant theories and controversies in the academic circles,this paper investigates and compares the basic theories,system status and problems related to falily farms and related foreign systems,and finally combines the actual situation of China with foreign theories and the system,putting forward suggestions for perfecting the main system of agricultural management of family farms in China.I hope that my proposal can be recognized by relevant departments,promote the construction of the main system of agricultural management in family farms in China,and contribute to the introduction of the Family Farm Law.
