Study On The Optimization Of The Land Circulation Policy In The Development Of The Family Farm

Rural areas are relatively backward areas of society and economy in our country,and the related problems in rural areas have always been the focus of attention of the government.Land is an important factor of production in rural areas and even in the whole country.Land problem is an important component of agriculture,rural areas and farmers and even rural economic problems.The land system and land policy are related to agricultural economy and rural development.From the micro level,the maintenance of farmers' interests is the starting point of land policy.From the macro level,The solution of land problem is the inevitable choice to promote the development of modern agriculture.In recent years,in the trend of farmers adapting themselves to land reform and modern agricultural development,there have been new agricultural management subjects,such as family farms,agricultural production cooperatives,and so on.The large-scale agricultural production and management of family farm has been proved to be in line with the needs of modern agricultural development and more efficient,the government has been supporting the development of family farm;However,due to the reality of the widespread fragmentation of rural land in China,it conflicts with the scale of policy orientation.Therefore,land transfer is a necessary means for family farms to obtain land on a certain scale,and the top-level design of the state inpromoting land transfer on family farms has been constantly improving at all levels.The government actively implements the relevant policies,at the same time,the policy supporting services are also constantly improving.Nevertheless,the situation of rural land circulation is far from the ideal goal,the large-scale management of family farms is not smooth,the identity of the relevant standards of land circulation policy is not high,and land circulation disputes occur frequently.The related problems in the implementation of the policy are still prominent,and the root causes of the problems are explored from the family farm land circulation policy and its implementation process,so as to further analyze and improve it,and to further promote the rural land circulation work.It is of great significance to promote the development of family farms and speed up the pace of agricultural modernization.This article mainly uses the literature analysis method,the interview method and the case analysis method to carry on the research,through carries on the field investigation and the interview to the selected case object,obtains the related data.The first two chapters give a brief introduction to the relevant background and the implementation of the family farm land circulation policy in the case.The third chapter analyzes the three representative sub-policies of land circulation policy,mainly on the appropriate scale management policy,land contractual management right registration policy and financial support policy,combining with the case family farm land circulation policy and the specific situation of its implementation,using Matland's "fuzzy-conflict model" to analyze the three representative sub-policies of land circulation policy,mainly on the appropriate scale management policy,the registration policy of land contractual management right and the financial support policy in the land circulation policy.The analysis of the two dimensions of planning ambiguity and conflict is matched to the implementation mode under the combination of different fuzzy and conflict dimensions in the model,and the implementation logic is discussed respectively.In Chapter 4,the specific problems in the implementation of land circulation policy are described.It is found that the matching degree of the policy execution resources is not high,and the necessary supervision is not available.The last two chapters combine the model content to analyze the optimal execution logic ofland transfer policy and its influencing factors comprehensively,and give further suggestions: In the aspect of object communication mechanism,it is of great significance to improve the initiative of the subject of policy implementation,improve the communication mechanism and further improve the recognition of policy object for perfecting the policy of land circulation and its implementation.Through the application of the model,this paper analyzes the implementation of the land circulation policy from the nature of the policy itself and the actual case,which provides a more effective path for the optimization study of the implementation of the land circulation policy on the family farm,and also provides a meaningful reference for the solution of the actual land circulation problem.
