Bureaucracy is a kind of long-standing complex historical phenomenon,its origin is complex and its harm is huge.From the very beginning,Marx and Engels made an in-depth study of the root causes and eradication path of bureaucracy.On this basis,Lenin further revealed the breeding roots of bureaucracy *,analyzed its manifestations,explored its containment approach,and initially constructed a more systematic theoretical framework.The Communist Party of China has inherited and carried forward the relevant theories of revolutionary tutors in dealing with bureaucracy.In the period of new democracy construction,the essence of bureaucracy was that there was something wrong with the way of leading cadres.The root of bureaucracy lied in the influence of the old tradition,the lack of democracy and democratic spirit of Party members and cadres,and the lack of ideological education of cadres.In the period of socialist construction,the Communist Party of China thought that bureaucracy is a kind of political disease committed by the leading organs,and its essence was to stand on the opposite side of the people and be the official master.The root of the problem was the influence of the residual feudal thoughts and dogmatism and subjectivism.It also emphasized that bureaucracy should be broken through going deep into the masses,streamlining institutions and establishing relevant systems.In the new period of reform and opening up,on the basis of summing up experience and drawing lessons,the second generation of central collective leadership with Comrade Deng Xiaoping as the core had realized that bureaucracy must be broken through the reform of system and mechanism,so that the measures taken by the Communist Party of China to rectify bureaucracy have changed from personification to scientification.China's socialism with Chinese characteristics has entered a new era.The Central Committee of the CPC centered on Comrade Xi Jinping focuses on the typical manifestation of bureaucracy in the new era,and has made a more profound judgement on the harm of bureaucracy on the basis of previous theories.It is believed that bureaucracy is the great enemy of the party and the people.Therefore,we should examine bureaucracy from the height of stressing politics and crack down on bureaucracy from the root of ideology and system.In practice,we should start with the construction of work style,strictly prevent the "privilege" behavior of cadres,vigorously oppose the "paternalistic system" and "one speech hall" problems of cadres,specially deal with the phenomenon of "not acting for officials",and focus on the work style divorced from the masses.In the process of rectification,we maintained a high-pressure situation,focused on precise governance,and stressed the need to seize the key to drive the overall situation,so as to effectively curb bureaucratic problems.However,the "strong linkage" and "high concealment" of bureaucracy determine that the governance of bureaucracy is not a matter of a day and night.We must always be vigilant against the "new varieties" and "re rebound" of bureaucracy.Therefore,in order to rectify bureaucracy,we must combine bureaucracy with formalism;continue to strengthen the ideological education of cadres and strengthen their sense of purpose;strengthen the coordinated governance of multiple subjects;comprehensively deepen the reform of relevant systems and mechanisms,and establish a long-term mechanism of governance.
