Research On The Cooperation Model Between Government And Market In The Renewal Of Industrial Land

As an important carrier of human economic activities,land has the characteristics of fixed spatial location,scarcity and irreplaceability.Because of this particularity,although national and local governments have issued many land management policies,government failure and market failure still exist.In terms of industrial land,with the development of economy,science and technology and urban renewal,the original function and positioning of industrial land must be updated with the change of objective factors.For Shanghai,Shanghai has entered the post-industrial era,because of the previous round of rapid development,has caused many problem,such as excessive supply of industrial land,inefficient land use,negative impact on the environment,unreasonable layout of land use.The renewal of industrial land has become a problem of perfect urban function and economic development.However,in the actual operation process,the government and the market are mostly "independent" and do not form a good cooperation,which leads to the unsatisfactory effect of industrial land renewal.I take Q district of Shanghai as an example,and study the renewal of industrial land,combined with the case,summarize the cooperation mode between government and market in the renewal of industrial land,mainly including the government leading,market leading and the collaborative.Combined with the specific case,I analyze the advantages and disadvantages of three models,found the such problems as inefficient cooperation between the two sides,the lack of enthusiasm among market players,and the ambiguous division of powers and responsibilities of the main body.Guided by problems,I continue to explore and find out the main reasons behind the surface problems such as the lack of effective coordination of cooperation,imperfect benefit distribution mechanism,and inadequate policy protection.In order to optimize the cooperation between the government and the market,and to accelerate the process of industrial land renewal,combining cooperative governance theory,the author puts forward suggestions on establishing three mechanisms: communication and consultation mechanism,benefit-sharing mechanism and responsibility-sharing mechanism.
