Study On The Government Governance Model In The Urban Renewal Of Xiaoshan District

In the process of modernizing our governmental governance system and governmenttal governance capacity,urban renewal embodies the problem of urban governance,which can concentrate on the complexity of public affairs governance.Urban renewal refers to the dynamic and sustained behavior of improving residents' well-being through material and non-material renewal activities,such as demolition and reconstruction,aiming at ensuring the sustainable development of urban social economy.With the rapid growth of urbanization in China,urban renewal activities have become increasingly frequent.Land incremental expansion has been unable to meet the needs of sustainable urban development.Developing stock land has become the theme of urban renewal.Under the background of the transformation of government functions,it is worth studying what kind of governmental governance mode and direction should be chosen to better adapt to the people's growing demand for a better life.As a quasi-first-tier city in China,Hangzhou urgently needs to find an effective governmental governance model to achieve the general goal of building a world famous city with unique charm and splendid flavor,and become a important window to show Chinese characteristic socialism in the new era.Xiaoshan District of Hangzhou studied in this paper,as the main venue of the 2022 Asian Games,is focusing on the urban renewal activities.In the past,urban renewal in Xiaoshan District was dominated by the government.However,under the background of simplification and decentralization of government and the transformation of government functions,this model is no longer suitable for urban renewal activities in Xiaoshan District.Therefore,it is urgent to find a suitable urban renewal governmental governance model.Starting from the study of the evolution path of Chinese governmental governance,this paper focuses on the analysis of the characteristics of the evolution of Chinese government governance,and clarifies the current situation that Chinese governmental governance has entered the stage of service-oriented governance.Then,based on the theory of network governance and the reality of urban renewal in China,from dimensions of government status,degree of government participation,role of government,governance mode and governance system,this paper puts forward three models of network governance: government-led,government-participated and self-organized.Combining with the specific behavior of urban renewal activities in Xiaoshan,that is,carrying out the " The renovation of Old Residential Areas,old industrial plant reformation and the renovation of urban-village,and demolish the illegal building" action,this study concludes that the urban renewal activities in Xiaoshan conform to the government-led model.Taking the whole village renovation of Beigan Street in Xiaoshan District as an example,this paper makes a thorough analysis of the mode of government governance and the effect of the renovation.This study also introduces the typical case of the government government-participated model,Pazhou Village,Guangzhou City,and the typical case of the self-organized urban renewal model,Shitou Village,Foshan City,respectively.It also compares the urban renewal model among the three villages in terms of the formation path of the governance model,government orientation,government basis and the governance characteristics.The study found that in the short term,there was no significant difference in economic,social and environmental benefits between the urban renewal and governance effects among three villages.However,in the medium and long term,due to the slow transformation of the big government management mode and the underdevelopment of market economy in Xiaoshan District,the problems of government governance performance are mainly manifested in the following aspects: 1.hindering understanding;2.unable to increase the skills of the participants;3.reduce organizational efficiency.The study found that in the short term,there was no significant difference in economic,social and environmental benefits between the urban renewal and governance effects among three villages.However,in the medium and long term,building a governance community is needed due to the slow transformation of the big government management mode and the underdevelopment of market economy in Xiaoshan District.Through clarifying the power and responsibility,upgrading the modernization service means,strengthening the construction of the rule of law and other ways,we can promote urban renewal activities.
