Consular assistance is an important part of diplomatic work,but in the practice of consular assistance,all countries are facing the contradiction between the growing demand for consular assistance and the limited supply of the consular service.Some developed countries have incorporated Non-Governmental Organizations into the scope of consular assistance partners,and have given full play to the unique advantages of Non-Governmental Organizations in consular assistance.The United Kingdom is a country with more mature cooperation with Non-Governmental Organizations in the world,which is inseparable from historical tradition and innovative practices.The British Foreign and Commonwealth Office and Non-Governmental Organizations have formed work mode of cooperation,which has solved many dilemmas in consular assistance.The British experience are of significance of Chinese consular assistance.This article puts forward the concept of “Main and Auxiliary Line Cooperation Mode” for Non-Governmental Organizations participating in British consular assistance,which divided into three subjects: the British Foreign and Commonwealth Office,Non-Governmental Organizations and British nationals.The main line is based on communicating needs,providing assistance and feedback.The auxiliary line is based on giving support,providing assistance and feedback.The two lines complement each other and connect the entire process.This article also selects the case to test the “Main and Auxiliary Line Cooperation Mode” and combines China's national conditions with two suggestions for Non-Governmental Organizations' participation in Chinese consular assistance.One is to give full play to the advantages of overseas Chinese and the other is to improve consular protection and preventive measures.
