In recent years, with the deepening of China’s reform and opening up and the implementation of "going out" strategy, more and more Chinese citizens have started to go abroad. However, with the accelerating of globalization, international security problems tend to be more diversified, taking on an aspect of traditional and non-traditional security factors intertwined. With personnel going abroad and related institutions increasing, both the probability and the risk coefficient of overseas security events keep growing; consequently, the overall security situation of Chinese overseas citizens is getting worse.At the same time, to ensure the safety of the citizens abroad is one of the touchstones measuring a country’s national strength. As an effective way of protecting Chinese citizens’ overseas security, consular protection has been gradually attached importance by the Chinese government. This thesis focuses on the discussion and analysis of complete consular protection mechanisms for the overseas citizens of Sichuan Province. And redefined the concept of consular protection under the new situation, which is the innovation part of this paper. On this basis, the study of the current consular protection mechanism and the drawing upon the developed countries’ experiences in protecting their overseas citizens safety is of great practical significance for Sichuan province to build up a more completed consular protection mechanism, to protect the legitimate interests of its overseas citizens and corporations, to promote a better integration into the world system and to set up a good international image.This thesis divided into five parts. Chapter one is the introduction and Chapter two elaborates the relationship between China’s overseas citizens’safety issues and consular protection, including the types of overseas security factors and redefined the basic concept of consular protection. Chapter three goes to analyze the Sichuan provincial consular protecting features, its current situations and the shortcomings of the existing consular protection mechanism; and Chapter four discusses the new idea of constructing Sichuan province’s overseas security protection mechanism from the perspective of crisis management learned from the developed countries.
