Since the 9/11 terrorist attacks,facing increasingly complex threats in the 21 st century,France has accelerated the pace of counterterrorism.On the basis of the White Paper on Domestic Security in the face of Terrorism,the French government has introduced a number of counterterrorism measures in preventing,combating and responding.In order to improve the efficiency of the counterterrorism agencies and give the relevant departments more power to crack down on terrorism,the French government has also reformed national security agencies,reorganized counterterrorism intelligence systems and perfected relevant laws and regulations.The series of counterterrorism policies issued by the French government have been proved to be effective.According to the data of the Global Terrorism Database,the number of terrorist activities in France has generally remained at a low level during the first decade of the 21 st century and it has dropped significantly since the 1990 s.However,in the second decade of the 21 st century,several consecutive terrorist attacks in the French mainland have exposed the predicament that France was facing the threat of terrorism.This is mainly because of the spread of international terrorism and the French economic downturn,which led to a lack of funds and information technology in French counterterrorism sector.In addition,the long-standing Republican immigration policy and long-term anti-terrorism alert in France have also brought anti-terrorism mental fatigue.These are not problems that can be solved in a short term,and there's still a long and tough way to go for counterterrorism in France.
