After the 911 incident, under the pressure of modern international joint anti-terrorism,the large-scale and highly coordinated terrorist attacks were restrained to some extent. However, localized and individualized ‘lone Wolf ' terrorism has increasingly become the main threat to the public security of all countries.Terrorist organizations unable to launch attacks choose to use the Internet to publicize extremist ideas and constantly incite the residents of the United States to carry out violent ACTS.Some extremists operating in hot spots have returned to the United States to carry out terrorist cases. This presents new challenges to the U.S.counterterrorism effort. However, with the increase of‘ lone Wolf 'terrorist attacks,anti-islam and anti-muslim sentiment has been aroused in the United States, which makes the Muslim group, which is difficult to integrate into the mainstream culture of the United States, have no sense of belonging and thus radicalizes more and more Muslim ideas. The violent cases were aggravated by the radical thoughts, and this vicious circle led to the increasingly anti-terrorist state of American society. In the face of this problem,Obama and trump's two administrations, through the ‘National Security Strategy of the United States of America 'and the ‘National Strategy for Counterterrorism of the United States of America',constantly adjusted the American anti-terrorism policy to deal with the rising ‘lone Wolf' terrorism.
