Since Donald.J.Trump came into office,several national emergencies have been declared,Trump has invoked emergency powers to cope with various issues like immigration security,which has raised the tight attention of the international society.After the National Emergencies Act and the International Emergency Economic Powers Act had been published,seven presidents have declared over 60 states of emergency,considering extraordinary threats towards national security did exist.These emergencies cover all fields including terrorism,public health,diplomatic crisis,military,nuclear deterrence,trade,export regulations,sanctions and immigration security.Under emergencies,presidents can invoke emergency powers to eliminate threats swiftly and effectively.However,these emergency powers may also empower the president to make decisions arbitrarily sometimes,thus destabilize the structure between president,congress and the judicial department.Additionally,local governments and the public are dissatisfied with some actions under emergencies.The reforms of the legislations seem to be inevitable.This pater will try to discuss all aspects about national emergency in the United States as completely as possible.All emergencies and related legislations would be listed and analyzed,the backgrounds,the contents and existing problems of National Emergencies Act and International Emergency Economic Powers Act would be concluded.Meanwhile,this paper is intended to figure out the games between different branches over national emergencies and effects of the implements of emergency powers.To demonstrate states of emergency,this paper would take the emergency over the southern border as an example to conduct the case study as well.
