The North Korean nuclear issue has always been the focus of international attention.The United States,the responsible party of the North Korean nuclear issue,has also invested a lot of energy and cost in the past 20 years,but its successive government's policies towards the DPRK have not effectively realized the goal of "denuclearization of the peninsula",on the contrary,North Korea's nuclear capability has gradually achieved horizontal and vertical Diffusion.This paper takes the report of national security strategy issued by the United States three times after the September 11 incident as the research object,combs the National Security Strategy report and the policy towards North Korea in the report,and then combines the history of the relationship between the United States and North Korea to evaluate the fulfillment of the policy in practice and goal level.In order to explore the influencing factors of the three governments' policies towards North Korea,we make a textual analysis of the report from three aspects: threat awareness,national interest awareness and strategic initiatives.Under the influence of the September 11 incident,the Bush administration focused on "counter-terrorism" and took a tough attitude towards North Korea,The practice of listing North Korea as the "axis of evil" and the target of pre emptive strike led to the interruption of the dialogue process on North Korea's nuclear issue and the outbreak of the second nuclear crisis.In this regard,the Bush administration adopted the "hawkish contact" policy of upgrading military deterrence to press and "engage" North Korea at the same time.The Bush administration limited its contacts with North Korea under the six-party talks mechanism,which was intended to exert more pressure on North Korea under the multilateral framework.However,with the mediation of other parties,the DPRK nuclear issue has made positive progress.During the Obama administration,the United States faced the challenges of diversification brought by the financial crisis and globalization,focusing on the reshaping of its global leadership and influence,"smart power" replaced "preemptive" as its new foreign strategy.In terms of its policy towards North Korea,the United States began to implement the policy of "strategic tolerance" towards North Korea,seeking crisis management and control rather than solution.At the same time,the United States unified its policy towards North Korea under the topic of its new "AsiaPacific strategy" and nuclear policy,showing great patience on the North Korean nuclear issue.However,under the policy of "strategic patience",the pressure and contact with North Korea has gradually turned into pressure and "neglect",and no progress has been made in the relations between the United States and North Korea and the nuclear issue of North Korea.After trump administration came to power,according to the principle of "U.S.priority",it put the interests of U.S.domestic economic prosperity and military security in the first place,implemented the policy of "extreme pressure and contact" with North Korea,and made the policy more active and strong,"summit diplomacy" has also become a new channel for communication between the United States and North Korea.However,due to differences in the way of action in the process of denuclearization between the United States and North Korea,there is no such thing on the peninsula No progress has been made in the process of nuclear transformation,and there has been renewed friction between the two countries,and the situation on the peninsula has once again fallen into a tense situation.In the past two years,with the increase of contacts between the United States and North Korea,the possibility of peace on the Korean Peninsula has shown a slight sign,but this "sign" is fragile.Although the US government's policy toward North Korea is slightly different,its consistent cold war thinking and strategic perception of hostility toward North Korea have not changed fundamentally,and become more and more rigid,forming a tough to tough deadlock with North Korea,which will be upgraded with the decline of US strategic capability and the continuous development of North Korea's nuclear and missile technologies,there is a dilemma that can only be managed and controlled by crisis but can't really solve the problem.Based on this understanding,there is still a long way to go for peace on the Korean Peninsula.
