It has been 27 years since the first North Korean nuclear crisis broke out.Why has the United States implemented many policies towards the DPRK for such a long time,but has failed to resolve the North Korean nuclear issue? Based on Robert Jervis' s theory of perception and misperception,this article proposes a new analytical framework: US President's perception of North Korea is the key factor affecting the success or failure of the US North Korean nuclear policies.When misperceived,U.S.policies toward North Korea always deviates from the right track,and are always in trouble.Continuing US-DPRK conflicts and persistent tensions make it difficult to successfully resolve the peninsula issue.When the North Korean nuclear policies are in line with the peninsula,the conflict between the United States and North Korea has been reduced and the relationship has been eased.The Korean nuclear issue has returned to the track of dialogue and settlement,and the situation on the peninsula has become increasingly stable.Obama overestimated the “North Korea collapse theory”,judged North Korea from reality,overestimated the effect of sanctions on North Korea,underestimated North Korea's resistance to pressure,underestimated the progress of North Korea's nuclear program,underestimated North Korea's nuclear strike capabilities,and ultimately led to the strategy was failing,and the situation on the peninsula was even more tense.Trump corrected the “North Korean collapse theory”,returned his judgment on North Korea to reality,faced the effects of sanctions on North Korea and North Korea's ability to resist pressure,and faced North Korea's nuclear program progress and nuclear strike capabilities.The issue has returned to the track of dialogue and negotiation,and the situation on the peninsula has returned to a relatively stable state.
