Research On Intelligent Cooperative Governance

With the rapid development of intelligent technology represented by Internet technology,big data technology and artificial intelligence technology,the intelligentization of human society has been an inevitable trend.This trend will bring about great changes in all areas of society.Under the background of the change of the whole society due to the trend of intelligence,the change of the social governance mode has also become the theme of The Times.In the field of social governance,the concept of cooperation has been deeply rooted in the hearts of people,and the cooperative governance model has become the main model of social governance.Therefore,it is urgent to explore the influence of intelligent trend cooperative governance mode and the form of cooperative governance mode under such influence.Based on the theory of public management and intelligentization,this paper will explore the influence of intelligent technology on cooperative governance through constructive research,and build an intelligent system of cooperative governance based on this influence.Intelligentization is not limited to the meaning of its original artificial intelligence technology.Intelligent means to use including in the broadest sense of the big data,artificial intelligence,Internet of things,cloud computing intelligent technology of intelligent technologies such as collection,give smart application object,the behavior of the application object has a comprehensive perception,precision analysis,the characteristics of autonomous action,finally realizes the application object to realize the value of the target process.The intellectualization of cooperative governance is to realize the value goal of cooperative governance by applying the collection of intelligent technologies in the process of cooperative governance.Based on the value theory of public management,this paper firstly analyzes that cooperative governance should achieve the value objectives of responsiveness,efficiency,legitimacy and resource integration,and intelligent technology can promote the realization of these values.Then,the application of intelligent technology in the process of demand identification,governance decision,service production and supply and governance supervision of cooperative governance is analyzed.Intelligent technology should realize the functional positioning of providing sufficient decision-making information,innovating decision-making mode and reducing decision-making risk in the decision-making process of cooperative governance.In the production and supply of public services,we should optimize the allocation of resources,clarify the rights and responsibilities of the main body,and innovate the way of supply.In the cooperation governance supervision link should realize the function orientation of multiple supervision,number based supervision and dynamic supervision.Through the realization of the functional orientation of each link,the realization of the value goal of cooperative governance is finally promoted.Then analyzed to ensure the realization of the function orientation of each link,intelligent cooperative governance construction should be openness,integrity,acceptability,security as the goal orientation,and according to this goal oriented intelligent technical characteristics and application in the cooperation governance process is constructed by the infrastructure layer,database layer,platform layer,the application performance of intelligent cooperation governance system.Finally,this paper analyzes the realization path of intelligent cooperative governance,that is,to ensure the operation of the carrier of intelligent cooperative governance system(infrastructure layer,database layer,intelligent platform layer),it is necessary to strengthen the concept of cooperative governance,pay attention to talent training and technical support,and improve the intelligent support system of cooperative governance.
