Research On The Refinement Of Criminal Classification Management

It is a new call of the times to prison-work,a new appeal of the people to prison management,and more importantly,to practice the purpose of reform,and to export qualified law-abiding citizens to the society.In order to continuously improve the management level of the "five major reforms",the classified management of criminals is a watershed.Whether it is refined,scientific and standardized has become a mark to measure the correction efficiency and prison management level,which has been widely valued.However,from the current point of view,the contradiction between the pressure of prison law enforcement standardization,scientific management,effective education,correction,the simple and extensive mode of classified management and evaluation application of criminals is increasingly prominent,and its related research needs to be put on the agenda.Through the methods of literature research,comparative study and case study,this paper discusses the differences of criminal classification management and its related application at home and abroad.Taking Z prison in Shanghai as an example,this paper analyzes the current situation of classified management of criminals,that is,the effect under the background of "five major reforms".From the perspective of the classified management of prisoners in Z prison of Shanghai,the effect of the current classified management of Prison Criminals in the "five major reforms" is unsatisfactory,which is mainly manifested in the following aspects: different classification and evaluation standards,small differentiation of criminals' treatment,small role of rewards and punishments of criminals,and empty crossing of management responsibilities,resulting in the current classified management mode not having obvious effect on the correction of criminals.The reasons for this series of problems lie in the lack of clear implementation standards,the lack of professional criminal classification institutions,the lack of professional criminal classification personnel,the lack of "localization" professional criminal classification tools,the lack of incentives for classification management and evaluation application,the poor operation of functional prison areas,and the weakening of the functions of contract supervision group.This study also uses Pareto analysis,Reinforcement theory,Empirical theory,Fayol's five major function theory and other new public management theories,combined with the background of "five major reforms" and the practice of Shanghai prison,it puts forward the necessity of exploring the classified management of criminals and its evaluation application,as well as the specific measures,suggestions and ideas to solve the current dilemma,that is,to clarify the evaluation subject and standardize the evaluation.The main conclusions of this study are as follows: strengthening the construction of functional prison areas,improving management and assessment,exploring the probation mechanism of commutation and parole.The results of the study,to a certain extent,explain the role of classified management of prisoners in the new pattern of "five major reforms" of prisons,enrich the existing management research results of prisons,and provide enlightenment for innovative prisons in improving management level,realizing connotative development,strengthening governance system and modernization of governance capacity.
