Research On The Dilemma And Optimization Countermeasures Of The Information Management Of Fixed Assets In Colleges And Universities

University,as an important part of Rejuvenating China through Science and Education,is the base to bring up a large number of high-quality talents.Since the 1990 s,our country has increased the investment of education of college education.College fixed assets,as a necessary input of national college education,not only provide essential material basis to university teaching and scientific research,but also play a very important role in the development of colleges and universities.In recent years,the number of University fixed assets has grown to such a large number that traditional management mode cannot adapt to current situation.Meanwhile,with the development of information technology,integrated information management platform of college fixed assets has been established to replace the traditional manual or electronic accounting management methods,which aims to manage college fixed assets more effectively.However,from the present situation,the information management is still in its infancy.Although information management has brought us a lot of convenience and improved management efficiency,it also exists some problems related to its own characteristics.This paper,taking the problems existing in the information management of college fixed assets in H University as an example and combining with the theory such as equity theory,principal-agent theory,Business Process Reengineering theory and information management theory,makes an conclusion that the dilemma of the information management of college fixed assets includes technical dilemma,institutional dilemma and management dilemma.Meanwhile,by analyzing the reasons of above-mentioned phenomenon,the paper offers three optimum proposals for technical,institutional and management problems,which hopes to improve the level of the information management of college fixed assets.Furthermore,the optimum proposal for technical problems is to establish an advanced system,break the barrier of information and improving the development and maintenance mode;the optimum proposal for institutional problems is to definite rights and liabilities,quantifying performance evaluation index and implement the accountability system;the optimum proposal for management problems is to Reengineer Business Processing,combine budget with asset management and strengthen the training of administrators.
