Research On Development Regulations Of Sports Industry In Xi'an

The State Council issued on the promotion of the development of sports industry and consumption of the No.46 document pointed out that to accelerate and promote the development of sports industry,improve sports consumption is the inevitable choice to improve Chinese people's health status and health fitness;issued by the general office of the State Council on accelerating the development of sports leisure industry 77,pointed out that our country has entered the social status the stage of a well-off society,the social health needs with the development of society and economy growing,fitness and leisure industry as an important part of the sports industry is facing great opportunities for development,the development of leisure industry is imperative;pointed out the main stadium and Silk Road Economic Belt as the starting point of Xi'an City,the Fourteenth National Games of the sports industry in Xi'an "13th Five-Year" plan,as the host of Xi'an to develop the sports industry in Xi'an to improve Xi'an people's health level and health fitness;Xi'an municipal government issued a series of policies to support the use of the sports industry,sports industry to guide the rational allocation of funds and other resources of the sports lottery fund is the main problem to accelerate the development of Xi'an's sports industry,this study attempts to use government regulation and incentive regulation theory in helping to solve the process of the development of sports industry in Xi'an to the rational allocation of resources,help development of the sports industry in Xi'an.This paper use literature,investigation method,interview method and logical analysis method,retrieval since 2007 the development of domestic and international sports industry and government regulation of the relevant literature,and provide a theoretical basis for the development of sports industry in Xi'an city and regulation research,while the sports industry development in Shaanxi province and the Xi'an municipal Sports Bureau's help,which lasted 24 days visit the Yanta District,Xi'an Lianhu District,Beilin District and the new city of 11 districts and 2 county and West Ham sports industry,government departments and local sports industry demonstration unit,invited the local sports industry demonstration units attended research seminars,face-to-face discussion with the director,director of Shaanxi Province Sports Industry Development Center Deputy Director of the Xi'an Municipal Sports Bureau and regional style Bureau and relevant staff,field trips to local sports industry development present situation and the local sports industry show And need the government to help solve the problems in the process of operation of the fan unit,using the logic analysis method to summarize existing in the process of resource allocation in the District of the county government and how to regulate the development of the sports industry through government regulation and incentive regulation theory in the analysis concluded:(1)There is a phenomenon of "dislocation and vacancy" in the functional departments of the government.(2)There is no perfect system of laws and regulations.(3)The lack of professional personnel in the management or operation of sports industry.(4)Tack of information platform for sports industry.(5)There is no support policy for the development of special sports industry.(6)The social masses in some areas have a relatively low degree of recognition of the sports industry.(7)Most of the sports industry structure is single.(8)The system of guarantee mechanism is not perfect.(9)There is an irregular operation in the sports industry market.(10)The development of part of the sports industry threatens the surrounding ecology.Finally,the following suggestions are put forward:(1)Strengthen the structure of the main body of sports regulation.(2)The sports department is combined with other departments.(3)Refine the guiding policy documents of long term planning.(4)The establishment of a sports industry quota bank.(5)Reasonable deregulation.(6)Regular and irregular research and research activities of the regulation department are carried out.(7)Reduce the market access mechanism of sports industry.(8)Refine the means and supervision of the use of support funds.(9)Construct the sports industry law enforcement team(10)Strengthen the training of talents.
