According to the newly revised law of the People's Republic of China on the promotion of civilian run education,private education belongs to public welfare undertakings and is an important part of China's education system.The State supports and encourages the development of private education.In recent years,with the acceleration of urbanization and the increase in the size of the urban population,the number of school-age children enrolled in most cities has also increased rapidly.Private primary schools have played an indispensable and important role in meeting the needs of compulsory education and improving the quality of basic teaching.Therefore,actively promoting the sustainable and healthy development of private primary schools is also an important measure to improve education and implement national policies.Compared with public elementary schools,private elementary schools often lack the input of national financial funds.Therefore,on the one hand,they must maintain a sufficient scale of students,and on the other hand,they must charge higher tuition fees in order to survive and develop.Under such circumstances,the sustainable and healthy development of privately-run primary schools depends on whether it has the ability to differentiately compete with public-run primary schools.Based on such a recognition,this article uses and develops the concept of core competitiveness to analyze the ability of privately-run primary schools to develop sustainably and healthily.Taking Changzhou privately-run primary schools as an example,it conducts empirical research on its core competitiveness,trying to understand On the basis of the current status of the development of private primary schools,the key problems are found in order to provide suggestions for the healthy development of private primary schools.Since the concepts and theories of core competence originated from enterprises,although they have also been used in the field of higher education research in recent years,the research on the core competence of private elementary schools is almost blank.Based on the above-mentioned research,the thesis constructs the key indicators to measure the core competitiveness of private primary schools by combining the factor decomposition method and the dynamic variable model according to the characteristics of private primary schools.Based on these key indicators,through the archives of relevant departments,the core competitiveness level of Changzhou private primary schools is measured.Further,through questionnaire surveys and other methods,the social public,especially parents and managers,were found to recognize the status of private primary schools,and through key person interviews and other methods,key issues that affected private primary schools in their survival and development were discovered.On this basis,the thesis puts forward countermeasures and suggestions for cultivating and enhancing the core competitiveness of private primary schools,in order to achieve the optimization of internal resource allocation and efficient supply of private primary schools,thereby enhancing the comprehensive strength andsustainable development level of private primary schools.On the other hand,the research in this article can also provide some reference for the reform of public schools.Without competition,there is no vitality.After the core competitiveness of private primary schools is improved,they will become strong competitors of public schools.Therefore,public schools can also learn from the cultivation and improvement of core competitiveness,deepen reforms,and improve the efficiency of school operation as a whole.The level of schooling,and then promote the overall development of education.
