With the increasing economic globalization and the internationalization of higher education, colleages and universities in China are faced with more and more intense competition. So top characteristic-oriented universities have to solve the problems on how to improve their core competence.As an important part of the higher education system in our country, top characteristic-oriented universities with industry background have made a great contribution to promoting the development of higher education and national economic construction. But today, with some limitations, these universities can’t meet the need of the current situation and face many challenges. This dissertation provides a theory-based solution to promote the competitive force and sustainable development of these characteristic-oriented universities.This dissertation starts with an overall systematic research in the field of the core competence of universities. It is based on theory of core competence, theory of strategic administration, and the methods of AHP and GRAP. Based on the current situation of characteristic-oriented universities in China and according to the content of core competence and evidence analysis, this dissertation puts forward the evaluation model and proposes measures to cultivate and promote the core competence of the characteristic-oriented universities.The dissertation is composed of the following six chapters:Chapter one is the introductory part, presenting the research background, its purpose and meanings. After summarizing the related research situation in China and other countries, the author proposes the research contents and methods of this dissertation.Chapter two describes the theory of core competence, theory of game, theory of strategic administration, theory of tutorial organization and theory of comprehensive appraisal. These theories give a basis for the construction of core competence system and evaluation model of high level characteristic-oriented universities. And it is also the basis for exploring measures to enhance the core competence of these universities.Chapter three analyzes the current situation in high level characteristic-oriented universities, the meaning and main elements of these universities, the advantages and drawbacks in their development. These data also give suggestions to universities and our government for better development of these universities.Chapter four deals with the core competence system of high level characteristic-oriented universities and game theory model. It discusses the meaning, aspect and function of the core competence of the university. By analyzing game theory model and the main elements of core competence and constructing core competence system, this chapter gives some clues to core competence evaluation model and cultivation masures.Chapter five deals with evaluation system of the core competence of high level characteristic-oriented universities. Afte analyzing the purpose of higher education appraisal system, the dissertation develops the core competence evaluation index and defines the index weight based on AHP and constructs the core competence evaluation model based on gray relational analytic process. It also performs an empirical study on six typical universities in China.Chapter six discusses the cultivation of core competence. It puts forward the mode of cultivating core competence in these universities. The dissertation proposes cultivation measures from the following aspects: focusing school-running oriented administration, developing scientific mechanism, promoting discipline construction, developing high level technical stage, enhancing research innovation capacity, persisting elite education concept, cultivating innovative talents, persisting people-oriented principle, improving faculty quality, constructing higher education system, improving administration ability. strengthening university culture building and enhancing culture cohesive force.The dissertation has the following main innovative points:first it defines the connotation and elements of core competence in high level characteristic-oriented universities by combining higher education core competence theory and nature of high level characteristic-oriented universities. Second, it constructs evaluation index system, which includes five first-class indexes and twenty sub-class indexes. The core competence evaluation model is based on the evaluation index system and gray relational analytic process. And for the first time it conducts an empirical study to analyze core competence of six top characteristic-oriented universities. Third, it brings forward suggestions and measures to enhance the core competence of these universities.
