Research Of The Influence Of Local Government's Land-Based Financial Dependence On Urbanization

Since the 21^st century,our country has entered the phase of rapid development of urbanization.The rapid development of urbanization caused many kinds of social and economic problems,and the land-based financial dependence of local government is one of these problems.The local governments'land-based financial dependence caused farmers'losses to a certain extent,intensified the conflict between farmers and the society,and seriously affected the stability of the social harmony.What's more,land-based financial dependence also results to the rent-seeking corruption of local government,the extensive land use,the high prices of the house,and the accumulative total of financial and fiscal risk.All of these questions make scholars generally believe that we must reform the land-based financial dependence in order to realize the sustainable development of the urbanization,and even eliminate it.However,the land-based financial dependence provided financial support for the rapid development of urbanization,which makes the“Chinese speed”of urbanization come true.Therefore,what's the effect of government's land-based financial dependence on urbanization,and whether we must eliminate local government's land-based financial dependence in the development of urbanization?This is the problem needs to be solved in the study of this paper,which has great important practical significance.Based on the researching of literatures,this paper divided current mainstream“local government leading and land requisition development”urbanization mode into real estate development driving mode,tourism development driving mode,industrial driving mode,ecological protection driving mode,university campus expansion driving mode and mixed driving mode.Then we analyze all kinds of the mainstream modes by means of theory method and case method,in order to state the impact of the local government's land-based financial dependence on the selection of mainstream urbanization mode.In addition,through the case studies to the non-mainstream and innovation modes of urbanization in our country,trying to find the effect of local governments'land-based financial dependence on the innovation of urbanization modes.Thereafter,based on the 30 provinces'?municipalities'and autonomous regions'?relevant data in 2000 to 2012,this paper uses empirical analysis from the national level and the eastern Midwest level respectively,to explore the relationship between the local governments'land-based financial dependence and the speed of urbanization,and then argue about the degree and direction of the land-based financial dependence effect to urbanization.After analyzing,this paper finds that the local government's land-based financial dependence has significant consolidation effects and path dependency to the selection of the mainstream urbanization modes.That is to say,the local government will maintain the current“local government leading and land requisition development”mainstream urbanization mode,and have blocking effects to the development of innovation mode of urbanization to a certain extent.In the data analyze of national level,this paper finds that local government's land-based financial dependence has negative effects on the population urbanization and land urbanization.In the level of the eastern and Middle Western region,it's the negative effect in the eastern region,and the government's land-based financial dependence in the Midwest has a positive role in promoting the urbanization.Therefore,this paper argues that the improved model of all kinds of urbanization at present,such as in the name of the new urbanization strategy and based on“people-oriented”concept to propose accelerating population urbanization,which has not fundamentally touched the government dominated urbanization and current land expropriation system urbanization reform plan,has some limitations.The local government will become one of the source resistance in the urbanization mode innovation.So the change of system must be led by the central government to“top-level design”,combined with the main body of local grassroots government and collective land owners to“grassroots innovation test”,to intensify the implementation of the urbanization mode innovation and improve the effect of the innovation.
