In current urban and rural areas, the application of information and communication technology is more widely, mobile phones have become the standard for everyone.Through the help of information and communication technologies one can communicate anytime, anywhere, a variety of new business forms began to emerge, application of information technology has also greatly improved the efficiency of industrial production, and the countryside is no longer blocking out of information. That "Internet + agriculture" and "broadband China" strategy, showing the Government attaches great importance to information and communication technologies. ICT contributed greatly to China's economic development, and at the same time, the bad fact that income gap between urban and rural areas is bigger worries China's sustainable economic and social future of development. After the financial crisis, the construction of infrastructure has become a powerful tool for the government to promote economic growth, the communications infrastructure is an important part of the economic infrastructure, but also the importance of national infrastructure construction. So the study whether construction of communication infrastructure can effectively relieve China's worse income gap problem has a particularly great practical significance.This paper attempts to explore the impact of the communication infrastructure for the urban and rural incomes, to examine the distribution effects of communications infrastructure, offering a preliminary analysis for the study of communications infrastructure mechanism influencing economic development, while providing some policies for the country's communications infrastructure construction.The first part of the paper firstly introduce the background and meaning of this research, pointing out the theoretical and practical meaning of doing the research of communications infrastructure and urban and rural income gap, then it reviews the study history of infrastructure and economic development, infrastructure and urban income gap and income gap between rural and urban factors, and other related research, and summarizes the results and the lack of previous studies and pointes out innovative direction of this article. Through the historical data collation,the second part conclude the historic changes and trends of income gap between urban and rural, communications infrastructure construction status, and the distribution of urban and rural communication infrastructure, pointing out China's current rural income gap widening facts and current distribution unbalanced facts of urban and rural communications infrastructure. The third part is the key of this paper which analyzes the mechanism of communications infrastructure for urban and rural incomes emphatically, First, the characteristics of the infrastructure are summarized, and based on the summarization we analyze the characteristics of the communication infrastructure, then we take descriptive analysis of the impact of communications infrastructure for urban- rural income distribution, and then put forward the important hypothesis of this paper : communications infrastructure will effectively promote urban residents per capita disposable income and uncertainly affecting the rural residents per capita net income of the communication infrastructure,and the effects is influenced by some certain conditions. The fourth part does demonstration research, the first is the influence of the communication infrastructure for the urban and rural income gap, and then we test for the effects of the communication infrastructure of urban residents per capita disposable income and rural per capita net income, and then in the last on the basis of previous study and impact pathway of communication infrastructure examine the influence factors affects the impact of the communication infrastructure to promote rural incomes. The demonstration results confirm the previous hypothesis that the rural income promotion influence of communication infrastructure rely on better rural medical level and more balanced communication infrastructure construction.Through these efforts, this paper attempts to provide research evidence for the study mechanism of promoting income for communication infrastructure and affecting economic growth through analyzing the impact of the communication infrastructure for urban and rural incomes, planning to provide some policy reference, for China's Income Equity promotion strategies and rural development plan, providing some theoretical support for the future development of China's information on the Internet.
