| The telecommunications industry concerns not only people’s livelihood,but also the national information security.It is the pillar industry in national economy and takes the great responsibility of promoting the rapid economic development.Due to its crucial role in national economy,regulating the telecommunications industry has always been studied by scholars and government of all countries.The telecommunications industry is one of the national infrastructure industries.Once it is open completely,it will be very likely to do harm to the country’s economic and information security.The telecommunications industry,characterized by natural monopoly and universal serviceability,will not lead its way to free competition if it is not guided by forces other than the market.Thus,governmental regulation in this industry has become an important topic.It aims at making up for the market’s malfunction and promoting effective market competition.Regulation on the telecommunications industry starts from the development countries.Separating organizations,strengthening legislation and conducting asymmetric regulation are the common means that every country takes.Since the beginning of the reform and opening in 1978,the telecommunications industry in China has undergone a series of reforms.Chronologically,they are the separation of postal services from telecommunication services,separating organizations,separation of enterprise from administration,reconstruction of telecommunication,north-south split and the introduction of competition.The significant results that the reforms have achieved meet the need of maintaining persistent,stable and healthy development in this industry.The globalization in telecommunications is becoming increasingly intense,new business and technology during new time are developing prosperously and new challenges are created by the integration of three networks,Internet plus,big data transformation and network traffic operation.In this context,admittedly,there are still some problems remaining to be solved in regulating the telecommunications industry in China.Take these into consideration,I choose to do the research entitled The Research of Government Regulation about Telecommunications Industry in Our Country.In this research,some research methods are used to analyze the related issues,such as comparative research method.This research thesis focuses on analyzing the current situation and the successful overseas experience,as well as provides practical suggestions and corresponding solutions for future government regulation in telecommunications industry. |
