Study On The Influence Of The Structure Of Fiscal Expenditure On The Income Gap Between Urban And Rural Residents In Fujian Province

Fujian's economy has achieved rapid growth since the reform and opening to the outside world.However,the absolute scale of income gap between urban and rural residents has risen continuously,and the relative scale has also been in a high range,and has become one of the major contradictions in economic life.To control the income gap between urban and rural residents in a reasonable range is not only in line with the trend of urban and rural economic integration,but also the inevitable requirement of social equity and sustained and stable economic development.Adjusting income distribution as one of the basic functions of finance,its corresponding expenditure scale and structure have important influence on social income redistribution.By drawing on the research of other scholars,this paper will discuss the impact of the structure of fiscal expenditure on the income gap between urban and rural residents in Fujian province from the perspective of the province and from the perspective of the nine districts.This paper first introduces the theoretical basis for financial expenditure to adjust the income distribution,and discusses the main items of expenditure impact on the income gap between urban and rural residents in the financial expenditure,respectively,expenditure for agriculture,culture science and health expenditure and social security expenditure,and analyze the specific pathway;secondly,respectively,facing the income gap between urban and rural in Fujian province residents from the province level and nine municipalities layer in the total financial expenditure and structure analysis;in the empirical part,is analyzed by means of VAR model of 1980-2015 in Fujian Province,the province's fiscal expenditure structure and the urban-rural income gap;two is the use of panel regression model to study the effect of 2001-2015 in Fujian Province nine districts of fiscal expenditure structure on the income gap between urban and rural residents.Finally,from the angle of narrowing the income gap between urban and rural residents,this paper puts forward some countermeasures and suggestions to optimize the structure of fiscal expenditure in Fujian province.On the part of empirical research,we draw the following conclusions:one is from the perspective of Fujian Province,the fiscal expenditure structure and the urban-rural income gap has a long-term stable equilibrium relationship,and expenditure is conducive to curb the urban-rural income gap;culture science and health expenditure plays a role on narrowing the income gap between urban and rural areas residents,the play needs a long time;social security expenditure is positive effect on the income gap between urban and rural residents,and with the time span of weakening.The two is the level of municipalities and districts from nine point of view,Panel Data model,fixed effect variable coefficient shows that the marginal coefficients in different regions are different,that of Fujian province in nine districts in the fiscal expenditure structure on the impact of the income gap between urban and rural residents effect significantly different.Based on the above analysis,the thesis put forward the following suggestions:(1)in the structure of fiscal expenditure items,to increase the scale of expenditure and optimize the structure,increase investment and culture science and health expenditure and adjust the direction of expenditure,strengthen the construction of rural social security system;(2)in the area of fiscal expenditure structure,nine municipalities and districts should be based on the actual to adjust the structure of fiscal expenditure at the same time,Fujian province should increase underdeveloped areas financial transfer payments;(3)in terms of the evaluation index system,one is to increase the weight of the people's livelihood indicators,the two is to increase urban and rural income distribution index.
