The Role Of Quality Supervision Departments In Promoting Corporate Social Responsibility

After 1970s,with the great improvement of Chinese economy a large number of environmental problems and social problems have emerged.In recent years,corporate social responsibility has risen to the level of strategic management in Europe and the United States.However,in our country,people are generally lack of the awareness..After the reform and opening up,the rapid development of China's economy is at the cost of high consumption and high pollution,and the environmental conflicts and social contradictions accumulated in the past thirty years.Due to market economy's tendency of profit towards and government regulation is not in place,enterprises'awareness and understanding for social responsibility is insufficient in our country,so they fulfill it in an overall low level,resulting in a series of social problems which directly restrict the steady and healthy development of our country's economy.Therefore,it's significant to research the role of quality supervision departments in promoting corporate social responsibility.This article using the theory of corporate social responsibility and the theory of quality and technical supervision,combining theoretical research and practice analysis,reaches the conclusion that the corporate should shoulder social responsibility.Through analyzing and summarizing the practical situation of how Chinese corporate taking the social responsibility,this article dissects reasons for the lack of corporate social responsibility in our country.Basing on the particularity of China's national conditions,it emphasizes the necessity of the government to promote corporate social responsibility and the main ways to promote,summing up the experience of the western developed countries in promoting corporate social responsibility.Also,from the microcosmic point of view,this article focuses on the analysis of the advantage,disadvantage,opportunity and challenge that quality supervision departments has in promoting corporate social responsibility,and uses Fujian Province Quality Supervision Bureau as an example,analyzing the functional advantages and development opportunities of the quality supervision departments in construction of corporate social responsibility.The article put forwards that under the situation of the overall low level of corporate taking its social responsibility and the intensification of the environmental problems and social contradictions,quality supervision departments should establishits role as the regulators,promoters,supporters and partners in construction of corporate social responsibility and optimize its function reasonably,by completing corporate social responsibility laws and regulations system,product quality standard system and enterprise credit system,strengthening product quality supervision and spot check system and the development of the integrated system of administrative law enforcement,promoting the reform of administrative system,etc.,to guidance enterprises more effectively,so that enterprises other than create profits and be responsible for the interests of shareholders,can also assume responsibility for social and environmental,to participate actively in building a harmonious society and implementing the scientific concept of development.
