SMEs in China, with its huge number, viability, plays a very important role to expand employment, create wealth and improve people’s living standards, and promote social harmony. With the idea of social responsibility become popular, more and more small and medium enterprises are beginning to recognize and accept the concept of corporate social responsibility, and bring it to the development strategy of the enterprise. However, because the development history of SMEs in China is not very long, the system construction is not perfect, the lack of public policy, the lag of the supervision work of government and social,and commercial interests driving,resulting in some problems in the small and medium enterprises such as tax evasion, rampant counterfeit,shoddy goods,resources over-exploitation, production safety and accident-prone, which also widen the gap between rich and poor, increased the degree of social disharmony. Therefore, strengthening the social responsibility of SMEs in the current socio-economic conditions is a very urgent and important issue.On the basis of a strong civil society in Western countries, the social responsibility movement of Western corporate is co-sponsored and advanced by the non-governmental organizations and large multinational corporations. However, the development of civil society in China falls behind and in order to compensate for the shortage of advanced power by relatively weak civil society in China, our government should take unsinkable leadership responsibility in the corporate social responsibility movement. Promote the establishment of a strong government-led corporate social responsibility system and coordinated endogenous corporate social responsibility system can help to promote the development of small and medium enterprises in China, so as to promote the development of China’s economy.This article is based on the relationship between the government and social responsibility of SMEs demonstrated on the theory of cultivate the basis of the social responsibility of SMEs by government, to analyze the role of government in social responsibility of SMEs in today’s world, and at the same time, take the research of Xiantao Empirical for study, to adopt quantitative analysis method to study which thus mage the description of the relationship between the government and the social responsibility of SMEs construction more detailed. Then by drawing lessons from the countries and regions which has the better situation in fulfillment of social responsibility, from five aspects to put forward strategies and recommendations for the foster of social responsibility of SMEs in our government.They are transformation of government functions, improve relevant laws and regulations, improve the incentive mechanism, strengthen the guidance of public opinion, and strengthen information disclosure.
