Research On Financing Risk Control Of PPP Project In Lishui District Industrial New City

The PPP project is public-private partnerships.In recent years,with the rapid development of social economy in our country,and the city gradually accelerate the process of building,to further improve the efficiency of project construction and operation,reduce the project funding gap of our country in the city infrastructure construction and development,promote the integration of urban and rural public utilities and natural resources development,a number of large and medium-sized projects which are widely used in the PPP mode as the main means of financing and financing project.Although PPP project is a new model which can effectively attract social funds and realize diversified financing,it has made rapid progress in china.But because of its numerous parties,capital project financing large scale,long construction period,easy in project financing in the process of legal risk,financial risk,technology risk,credit risk and other risks,and seriously restrict the normal project financing and construction.Therefore,we must strengthen the emphasis on PPP project financing risk,and from these two angles of qualitative and quantitative,identify and evaluate correctly the risk of project financing,and then take the countermeasure of the risk,in order to reduce and avoid the risk of financing problems,protect the sources of funding,increase financing efficiency.To ensure the smooth progress of the project.This paper combines the difficulties and difficulties encountered in the financing practice of PPP project in China,and takes Lishui industrial town PPP project in Nanjing as the main example.First of all,analyze the related theory of PPP project financing risk,including the PPP concept of PPP financing mode,advantages,characteristics,PPP financing risk sources and risk control of the general countermeasures;secondly,it briefly introduces the construction of the Nanjing Lishui industrial town of PPP project,and using the methods of risk identification,the risk factors of all kinds of financing the project in the preliminary qualitative identification;third,quantitative assessment of risk factors for the demonstration in the PPP project by questionnaire,to obtain the overall ranking of risk factors,risk factors and financing of the five major groups in this project are studied and discussed concretely;finally,combined with the actual project,puts forward some strategies of risk prevention and control.Through this research,on the one hand help to complement our existing PPP project financing risk control theory and improvement;on the other hand,also provide some reference for the similar China PPP project financing risk.
