High-tech enterprises are an important carrier for China to get rid of this mode of rough processing,and are key to realizing China's goal of transforming its economic development mode,enhancing China's international competitiveness,strengthening China's right to speak in the world economy,and safeguarding China's national economic security and stability.Tools,but to give full play to the high-tech enterprises' strong promotion role in China's economic,social and military fields,we must pay attention to R&D,because the core content of its sustainable development is R&D activities.In recent years,the development of high-tech enterprises in China has received more and more attention from the country and the people,and related research has emerged in an endless stream.However,there are relatively few evaluations of the R&D efficiency of high-tech enterprises.In particular,this paper adopts the BCC model of DEA method and Malmquist productivity.The combination of analytical methods for efficiency evaluation is even rarer.In particular,this article has carried out partial innovations in input and output indicators,and has improved the R&D efficiency evaluation system of high-tech enterprises to some extent.This paper takes a sample of high-tech enterprises in 30 provinces and cities in China as a sample,and evaluates its R&D input-output efficiency.The data comes from,"China Statistical Yearbook" and so on,year division mainly 2011-2016 five periods,intermittent time for R&D investment and output,this paper based on the time interval of one year,namely 2011 Input and output in 2012,and so on.Input Indicators Select R&D staff full-time equivalents,R&D expenditures,and measure R&D investment in human and financial resources respectively;output indicators are selected as the number of patent applications,number of patent applications for inventions,national taxes,sales revenue of new products,respectively,to measure the basis of R&D.Scientific research achievements,social benefits,and economic benefits.The research method uses data envelopment analysis(DEA).The specific model includes BCC and Malmquist index analysis methods to perform static and dynamic evaluation of R&D efficiency of high-tech enterprises.The study found in 2011-between 2016,the R 30 high-tech enterprises of China's provinces,municipalities R&D on low overall efficiency overall,by its decomposition,found that pure technical efficiency is the main reason for the low low overall efficiency,but the scale Low efficiency also reduces the overall efficiency to some extent.Overall,it shows that there is a serious shortage of R&D activities in China's high-tech enterprises.In the analysis of total factor productivity,it was found that only the western region was greater than 1 in 5 years,indicating that the high-tech enterprises in the western region have been on the rise for the time being.The rise in the technological progress index is the main reason for the increase in total factor productivity.The low total factor productivity in most eastern regions is caused by the decline in scale efficiency,which shows that there is insufficient investment in high-tech companies' R&D activities both in developed and undeveloped regions.At the end of the article,relevant strategies are proposed.
