Since the reform and opening up,China's economic scale has been constantly expanding,and the gross domestic product(GDP)has been growing at a high rate above the world average for a long time,and has become the second largest economy in the world.But behind the constant expansion of the total economic volume,However,a series of structural imbalances,including industrial structure,technology structure and supply and demand structure,have become increasingly prominent.The phenomenon of overcapacity in China's industrial sector has been a subject of great concern in recent years.Many scholars have also used different methods to measure the capacity utilization rate of the industrial industry,and have come to an iconic conclusion.In the long run,the demand-side troika is no longer If we can continue to create valuable wealth,we must look at the supply side to find out the real power to create wealth and to eliminate overcapacity.Promoting industrial transformation and upgrading is essential for the future economic development of our country.Under the background of supply-side structural reform,the neutral technological progress represented by total factor productivity is the new driving force to promote economic development.In this paper,the influence of technological progress on regional productivity utilization rate in China is studied.First of all,the background significance of this study is briefly described,and the basic framework and content of the paper are listed,as well as the possible innovations in the article to be explained.Through the collation of relevant literature at home and abroad,the definition of overcapacity is obtained.The reasons for the formation,measurement methods and current domestic and foreign measures to eliminate overcapacity are sorted out,and the literature on the impact of technological progress on capacity utilization ratio is combed out,and comments are made on them.The total factor productivity(TFP),which represents the neutral index of technological progress,is selected to measure the technological progress,and the present situation is measured and analyzed by using the DEA-Malquist index method.Finally,through the static and dynamic analysis of the impact of regionaltechnological progress on the productivity utilization rate of regional differences,the main conclusions are:.First,by analyzing the current situation of technological progress and capacity utilization rate in various regions of China,it is concluded that there are certain differences between different regions of China in terms of technological progress and utilization rate of production capacity.The eastern region is higher than the central region and the western region in terms of productivity utilization and technological progress.Second,by adding control variables at the regional and industry levels,the paper analyzes the productivity benefits of technological progress from the perspective of static analysis The effect of the rate of use on GDP per capita and the degree of marketization have positive effects on the influence of technological progress on overcapacity,and government intervention has a positive effect in the eastern region.In the central and western regions,there is a reverse effect.The state-owned enterprises have reverse effects on capacity utilization.By using impulse response function to carry out dynamic analysis,it is known that the impact of technological progress on productivity utilization in each region is different in duration.The eastern region can react more quickly to the technological progress,that is,to reach the positive maximum in the first phase,but to the western region,the effect of the technological progress on the productivity utilization ratio will reach the positive maximum in the later period.According to the conclusions of the empirical model,and closely combined with the economic development of various regions in China,this paper puts forward corresponding policy recommendations on preventing overcapacity,promoting technological innovation and optimizing economic structure.
