Since the "Twelfth Five-Year Plan" period,the structural contradictions in China's economy have become increasingly prominent.Therefore,while moderately expanding the total demand,we should focus on strengthening the structural reform of the supply side.The structural reform of supply side can not be separated from the impetus of scientific and technological innovation.It has important practical significance to build a new economic development model based on scientific and technological innovation and promote the effective implementation of structural reform of supply side.Firstly,this paper reviews the academic literature at home and abroad,and summarizes the research progress in related fields;Then it divides scientific and technological innovation into the level of scientific and technological innovation and the environment of innovation.This paper analyses the theoretical basis of the direct effect of scientific and technological innovation on the effect of supply-side structural reform,and the theoretical basis of the environmental effect of scientific and technological innovation on the effect of supply-side structural reform;Then,descriptive statistics are made on the economic situation faced by China's supply-side structural reform.Specifically,it includes overcapacity,low degree of industrial structure upgrading,insufficient green supply and dislocation of supply structure and consumption structure.The index system of the effect of structural reform on the supply side is constructed and calculated by the entropy method.At the same time,it also makes a comprehensive evaluation of scientific and technological innovation,so as to understand the current level of scientific and technological innovation and the current situation of the innovation environment in China;Then,the fixed-effect panel regression model is used to study the direct effect of scientific and technological innovation on the effect of supply-side structural reform,the threshold model is used to study the environmental effects of technological innovation on the effect of supply-side structural reform.The results show :Firstly,the effect of supply-side structural reform in China is on the rise,but the difference of the effect of supply-side structural reform among different regions is still obvious;Second,there is a significant positive correlation between the level of scientific and technological innovation and the effect of supply-side structural reform;Thirdly,in different innovation environments,the level of science and technology innovation has significant threshold difference on the effect of supply-side structural reform.When the level of marketization,the level of government's scientific and technological support and the level of government's public service are relatively high,the effect of science and technology innovation level on the effect of supply-side structural reform is more obvious;Fourth,among the control variables,the investment in industrial pollution control is negatively correlated with the effect of structural reform on the supply side,while import and export of goods is positively correlated with the effect of structural reform on the supply side.Accordingly,this paper puts forward policy recommendations in four aspects: improving the level of scientific and technological innovation,optimizing the innovation environment,improving the level of opening up and improving the effectiveness of environmental regulation and promoting the development of green economy.
