Over the past few years,China's economy has entered the new normal stage of development. The demand for development slowly shifted from the total output to the quality of economic development. In combination with the "supply side structural reform" proposed by our government,we need to reduce the proportion of the factors that simply depend on the quantity of input factors to the economic growth, and to guide the development of China's economy from the aspects of improving the application of technology and the efficiency of resource allocation.TFP is a measure of other factors that influence economic growth except production factor input. Therefore, the study of the impact of general public budget on total factor productivity is of great significance for the government to guide the adjustment of the economic structure and to coordinate the allocation of the factors of production. Therefore, this paper, based on the research ideas of relevant literature, decomposes the growth of total factor productivity into three aspects: the growth caused by technological progress, the growth caused by the change of production efficiency and the growth of scale effect, and constructs the stochastic frontier model, and uses the panel data of the interprovincial units in our country in recent years to the whole factor. The growth of productivity has been measured and compared. On the basis of the calculated value of total factor productivity growth, this paper builds two system generalized moment estimation models on the basis of the structural classification of general public budget expenditure, and carefully studies the relationship between the two parties, and carries out a cross regional comparison and discussion. Finally, based on the above research and analysis, this paper tries to put forward some measures and suggestions for the new stage of economic development in China.
