Research On The Standardization Of Taxation Services In Dalian Under The Background Of "national And Local Tax Cooperation"

The standardized construction of tax service is the key to solving the prominent problem of the current management system.Since the central office and the general office of the state council clearly put forward ”the land tax cooperation” in the statement of “deepen the reform of the national tax and the land tax collection and administration system” at end the of2015,the national and local taxation bureau across the country optimize mechanism together,introduce integration of resources,actively develop the standardization of service,collection and mutual assistance and information sharing according to the requirements of the state administration of taxation.And the land tax cooperation has achieved initial success.However,there are some problems which still exist in the practical work,such as restricting the development of land tax because of heavy form light content,the long-term inadequate protection and the low-degree the information fusion in practical work.This article focus in the research under the background of the local cooperation tax service standardization and offers opinions and suggestions of optimization of tax service standardization based on the deep analysis of existed problem in the construction of tax services in Dalian such as unbalanced standardization work.From the perspective of the tax service standardization,we will prospect the new round of the reform of the national tax and the land tax collection and administration system,and then promote the cooperation to the combination in the national taxation bureau and the local taxation bureau.
