With the development of our country's economy,the existing social products or services can not meet the needs of the masses.Only relying on the expenditure of the government's financial funds can not meet the needs of the social and economic development.In this context,PPP was taken seriously by the government.PPP mode is the mode of Public-Private-Partnership.It is the risk and reward of government and social resources to share projects according to their respective advantages and characteristics,and ultimately a model of reducing the total cost of construction and the improvement of social benefits.It is the risk reward of government and social resources to share projects according to their respective advantages and characteristics,and ultimately a model of reducing the total cost of construction and the improvement of social benefits.a model of reducing the construction cost and the improvement of social benefits.By the end of September 2017,the number of PPP in China was 14220,and the investment reached 17.8 trillion yuan.In recent years,China's emphasis on the service activities is increasing,and tourism is an important part of the tertiary industry,and its development has become the focus of our country.In 2017 years,the number of tourism industry in China reached 720,with a total investment of 611.5 million yuan.The development of tourism has increased the demand for infrastructure,so more and more tourism projects have begun to use the PPP model.But the PPP model is only one of the options for the infrastructure construction of tourism.In order to judge which model is more conducive to the government's realization of value and cost-saving,the application of value-worth evaluation is especially important.At present,our country is still in the exploration period,the domestic VFM is to draw on the operation mode of the foreign PPP project.As a result of the big difference in the industry,the same framework can not be used in tourism.So it is necessary to study an evaluation model that can apply to the tourism industry.This paper first research of background,significance and theory of the article are discussed.On the basis of this,the PPP project operation mode is classified and the system is introduced.There are two levels of qualitative and quantitative analysis.Quantitative evaluation adopts the method of PSC.Focus on the potential of the project,the expected value of the project and the ability to complete the project.The essence is to quantify the ratio of net cash flow in two modes of the life-cycle.Then,with the development trend of China's tourism industry,this paper analyzes the operation mode of tourism PPP project with its industry characteristics.And construct the qualitative and quantitative evaluation model applicable to China's tourism industry.As a result of taking into account the tourist scenic area is the core of tourism,there is a certain representation and a lot of data needed to evaluate it.So this is acase of a PPP project that I actually followed,as a case,to analyze the Model project.According to the corresponding factors,the applicability of qualitative evaluation is analyzed.And according to the data and data of the tourist scenic area of Y county,calculate the value of the PSC,PPP,VFM.Through the empirical analysis of the case,The applicability of the tourism evaluation model of the tourism industry is verified,which is used as a reference for the tourism project.
