Research On The Inequality Of Regional Digital Development In China

In recent years,a social inequality phenomenon brought by the advent of the Internet era are attracting more and more attention,that is the imbalance between different areas or groups produced in the process of information and digital technology,which is called "digital divide".The study of the inequality development of regional digital development is not only related to the realization of national informatization strategy goals,but also meaningful to the development of reginal scheme development.It is an important topic about inequality and difference in current social development.Based on the summary and analysis of previous literature,this paper defines the first level of digital divide is the difference on the access of network technology,and the second level is the difference of users' information technology usage and skills between distinct groups.In addition,the more important dimension is the difference in the social and economic profit that the Internet brings,which is called the "digital dividend",which is the third level of digital divide.Therefore,this paper would construct the index system of the regional digital divide in China with the three dimensions of digital divide.According to the three levels,the paper selects more than 10 indicators to measure China's regional development of digital comprehensive level,the comprehensive score is calculating by principal component analysis method,then using the concentration index theory to construct regional digital divide concentration index(DDCI)in China.When we do not consider the difference of digital dividends,the results show that there are indeed inequalities in the digital development which are beneficial to the developed areas,but this inequality is decreasing.But when joining the difference of digital dividend,the conclusion is that the gap of regional digital divide is expanding in recent years.The government should pay more attention to the difference of digital dividends in different regions.Thus,this paper makes the external factors analysis of regional digital dividend using the spatial econometrics model,the empirical results show that there exists the spatial spillover in China's Internet digital dividend.The regional economic development level,education input,scientific research input and popularity of the Internet have a positive effect on the regional digital dividend.Finally,according to the content of this paper,we make a summary and put forward some suggestions.
