Along with the development of cross-border online shopping?cross-border logistics and cross-border payments,Cross-boarder Electronic Business which has become a new pattern of foreign trade and the new growth points of Global trade,to which Attached great importance and became more and more normative.There is a policy vacuum of Cross-boarder Electronic Business,which cause problems in meeting the requirements of people,as well as impacting traditional external trade.In two decades,the Customs regulatory policys of Cross-boarder Electronic Business have been changing following the changing situations and goal orientation.In this paper,we study the factors which cause the changing of the Cross-boarder Electronic Business regulatory policies,and the rational explanation of those changes.Advocacy Coalition Framework which born in 1988 America,is quite a proper theory to study the changes of policies which continues for more 10 years.By observing a policy subsystem over 10 years,as well as distinguishing the Advocacy Coalition who gather together for the the cohesion of people's Policy beliefs,we analyze the Advocacy Coalitions as the Interested Party of policies,in order to found out the way in which Coalitions affect the policies in the process of competition and Policy study.Based on the feasibility analysis of Advocacy Coalition Framework to apply the Cross-boarder Electronic Business policy subsystem,there is a Strong applicability in both assumptions an core concepts,therefore,Advocacy Coalition Framework is a faily good theory tools to explan the Cross-boarder Electronic Business policy subsystem,which make us understand the policies in an even better fashion,as well as forecast future trends and give suggestions.Furthermore,it provides a new idea and a new case for the chinization of Advocacy Coalition Framework Theory.
