Over the past 40 years of reform and opening up,China's economy has made remarkable achievements.As China rises to the status the world's second largest economy,the Chinese economy is deeply integrated into the global economy,and becomes an indispensable part of the global production network.China's economic rise has also promoted the development of the country as the world's largest aviation service market,which has provided huge business opportunities for the international and Chinese civil aviation aircraft manufacturing industry.On the one hand,the development strategy of complete aircraft in China's civil aviation industry is to cooperate with commercial aircraft companies such as Mc Donnell Douglas for final assembly and production,on the other hand,to develop regional aircraft independently through the "three-step" strategy of technical cooperation.Unfortunately,both of these two paths have failed.However,since China's entry into the World Trade Organization in 2001,the industrial policy of China's civil aviation manufacturing industry has undergone a major adjustment.In April 2002,the regional jet ARJ21 project was officially approved.Four years later,the mainline C919 project was approved in February 2007,before the ARJ21 project was completed.Why did these two seemingly similar projects come together? What factors and forces at home and abroad have prompted the Chinese government to make major adjustments to its civil aviation industry policy? How to explain China's major industrial strategic adjustment from the perspective of political economy of industrial policy making?These questions are to be answered in this study.This dissertation applies the Advocacy Coalition Framework(ACF)to explain the strategic adjustment of China's civil aviation manufacturing industry.The framework emphasizes the importance of policy subsystems in the decision-making process,especially the importance of interpreting the policy alliances of different sectors from a socially-centered perspective.This study attempts to apply this framework to the analysis of the major strategic adjustment of China's civil aviation industry.This study includes the following concluding points of view:With the globalization of international aviation industry,the system integration development mode of main manufacturer-international supplier appears.China decided to launch two major projects,the ARJ21 and the C919,using this system integrated development approach.These two projects are the strategic responses of the Chinese state and society to the challenges of the globalization of the international aviation manufacturing industry and the opportunities arising from the system integration development approach.After 1990's,China's rising economic nationalism advocated the implementation of strategic industrial policy,in order to promote China's industrial security and the implementation of the strategy of great power development.Driven by social forces,after the new leadership came to power in 2003,the state was once again set as the main body of development.The Outline of the National Program for Medium-and Long-Term Scientific and Technological Development(2006-2020)is an important symbol of the new economic and industrial development strategy.ARJ21 project is a phased development mode aiming at the "niche" market under the premise of participating in the international division of labor.However,the C919 project fully considers the possible competition and conflict with Boeing and Airbus,the two international aviation manufacturing giants,and realizes the leap-forward development of China's civil aviation manufacturing industry by pooling national resources,utilizing the international industrial division of labor system and the availability of key components and parts.In this respect,the thesis points out that the decision of C919 project is the result of the combination of the adjustment of the policy concept of China's state and society and the special political status of Shanghai.The research results are of academic significance in the following aspects: First,the thesis shows the process of forming selective industrial policies based on strategic trade policies by countries in the era global production network and provides a detailed case study through the C919 project.Second,there is little research on the industrial policy formation process in international political economy.Through the analysis of the level of social actors,this research observes the competition between policy groups in a microscopic way,and systematically examines the structural nature of the state-society relationship.In response to the pressure of change,a new analytical framework is proposed by combining the ACF widely used in policy process analysis with the structural framework of international political economy.Third,the process of establishing the C919 project was widely circulated,but dispersed and fragmented,even worse,with full of tinted by bias and political position.This research conducts a comprehensive reproduction and interpretation of the development strategy formation process of China's aviation manufacturing industry after the reform and opening up,and also analyzes the structural changes in China's state-society which caused a policy shift between ARJ21 and C919.
