Study On The Management Of State-owned Assets In Public Sector Of China

In the background of the comprehensive deepening of the reform of Finance and taxation,the deepening of the reform of the budget system and the increasingly strict requirements for the management of assets,this paper is to further improve the management of the state-owned assets management system and further clarify the function of the supervision,and carry out the research work by the methods of literature research,comparative analysis and analysis of fruit.The theory and practice of state-owned assets management at home and abroad are analyzed and studied.The theory and the actual work of the author are analyzed and compared in depth.The history,present situation,achievements,problems,causes and existing theoretical solutions of the current public sector management of the public sector in China are made.The case is analyzed and studied,the various links of the assets management,the existing problems of the various process management and the solutions are combed,compared and evaluated.The factors such as the assets management system and the management means are deeply discussed,and the outstanding points of the asset management modes at home and abroad and the results of the domestic asset management are analyzed.The existing problems of asset management in the aspects of allocation,use,disposal,information statistics,supervision and inspection are summarized,and the causes of these problems are analyzed in depth.The two reasons are summarized as:the institutional reasons exist at the macro level,one is that the rules and regulations are too macro,the two is the weak timeliness of the policy,and the micro level exists.The management reasons include five aspects:too complex management system,insufficient attention,low management means,large amount of assets management,no full play of the role of information system,and hard to play the role of monitoring means.And combined with the actual effect of the existing solutions and the shortcomings of the analysis and explanation,the brief description of the foreign model;the detailed explanation of the various domestic solutions,from two aspects of analysis and induction,one is the management system solution,mainly from the perspective of reform management system.Two is the system construction solution,mainly from the overall deepening of the system construction,to carry out key system construction,such as performance evaluation system,depreciation management system,asset disposal system,accountability system,5 aspects of the accountability system,and a brief analysis of the third party solutions.Then,taking a province of Western China as an example,this paper analyzes and summarizes the useful ideas and successful experiences in the reform of the monetization of public service vehicles.On the basis of this reform thought and experience,it puts forward a new solution,that is,the disposition of assets monetization,and accurately defines and describes the connotation of this idea,and analyzes its reality.There are 4 main aspects,one is the political level,the two is the economic level,the three is the institutional level,and the four is the operational level.Through the discussion,it is expected that through the new idea of monetization of asset allocation,we can properly solve the long-standing,overhanging,stubborn disease of the state-owned assets management in our public sector,reform the management mode,improve the management level,and finally point out a new road for the reform and development of asset management...
