As Chinese urbanization is rapidly advancing,the demands of urban residents who rely on livable environment are increasing,and the city government is paying more attention to livability construction,the construction of livable cities in China is facing more opportunities and challenges.How to evaluate the livability of cities is core contexts that government and academia are focusing on.It is of great theoretical and practical significance to deeply study and construct the evaluation index system and evaluation method for livable cities under the new era in China,and provide decision-making basis during the cities implement the planning and construction.Based on the “smart growth” theory,this paper constructs a corresponding index model and uses the qualitative and quantitative methods to conduct a comprehensive evaluation of the cities in China,and then,combining with the control,guidance,and supporting strategies to find how to play a better role in the process of urban construction.This paper shows that the “smart growth” theory is highly adaptable,scientific,and instructive for constructing livable cities in China.Based on the “smart growth” theory,this evaluation system has analyzed the following results : First,the growth trends of the principal components are basically the same,which has been consistent with the growth process of urbanization in China in the past 15 years;The growth rate of the index of development and life convenience is the fastest,indicating that the urban government has made greater efforts in the living environment,ecological environment,and traffic construction,indeed,the government has achieved relatively positive results.Third,the degree of economic development,living comfort culture,and the level of medical care has remarkable homogeneity,indicating that the level of economic development is the main force in promoting the construction of livable factors.The Sampled cities have some problems such as unsatisfactory governance to ecological environment,inadequate transport system,and lack of characters in urban development.Urban governments should adopt a effective model that combines compact development with functional dispersion.The content of the paper is mainly divided into four parts:The first part includes the introduction,the background,the research review,research methods,research significance,research content and so on.The second part mainly contains the theoretical research.On one hand,this papersystematically generalizes the theory of smart growth,the theory of livable cities and evaluation,on the other hand,it also discusses and demonstrates the feasibility and adaptability of the smart growth theory to guide the construction of livable cities in China.The third part involves the empirical research.First of all,it summarizes the construction of livable cities in China,furthermore,it analyzes the existing evaluation system as well.Secondly,it constructs a comprehensive evaluation system of livable cities in China,based on the theory of smart growth.Finally,according to the principal component analysis(PCA),with the combination of qualitative and qualitative methods this paper analyzes the effects and interaction.The fourth part concerns the study of the role of the governments.Based on the results of the previous analysis,and according to the "smart growth" theory,the governments should play a critical role in the in the construction of livability as they put forward in the implementation of control,guidance and supporting strategies.
