Research On The Effectiveness Of Fiscal Policy To Promote Coordinated Regional Development In Our Country

Regional coordinate development is to keep the development of eastern region,at the same time,accelerate the pace of development of midland and western region,so that make the midland and western region catch up the development level of eastern region,to achieve win-win cooperation and common development.Although since the 1990s,China’s regional development began to be the coordinated development stage,however,the slow process never solve the problem of narrowing the development gap between eastern region and midland、western region,China’s regional development uncoordinated phenomenon still exists.Fiscal policy as a kind of economic policy is one of the most direct,most significant,most effective means of narrowing China’s regional gap.Therefore,this paper through the research of several fiscal policies,such as fiscal purchase expenditure、transfer payments、the tax、tax incentives and local government public bond to achieve the grand goal of regional coordinated development,and make the conclusion from two aspects as fiscal revenue and fiscal expenditure after analysing:that is the greater the amount of government spending in one place,the more it will promote economic development in the region,increased fiscal transfers also promote economic development in a region;a modest reduction in regional taxes would boost the region’s economy,the government’s modest public bond offering can also boost the economy of a region.By referencing to the United States、Britain and Japan in using fiscal policy to coordinate regional development experience in order to put forward the fiscal policy optimization to promote China’s regional coordinated development,that is optimizing fiscal expenditure policies to make the national economy develop coordinately and orderly optimizing fiscal revenue policies to stimulate economic development potential in midland and western regions and promoting the organic integration of fiscal policy and other regional policies.So that in a real sense,increasing the economy of midland and western regions and people’s living standard,responding the development of western regions which is put forward by the Party Central Committee and the forward-looking strategic layout of promoting regional coordinated development.
